Texas Agencies to Announce Updates
to Texas Driving with Disability Program

(AUSTIN, Texas – May 14, 2026) The Governor’s Committee on People with Disabilities (GCPD), in partnership with the Texas Department of Public Safety (DPS) and the Texas Department of Motor Vehicles (TxDMV), will host a statewide webinar highlighting important updates to the Texas Driving with Disability Program and newly redesigned Texas driver licenses and identification cards.

During the webinar, DPS will announce accessibility-focused changes to Texas-issued identification cards, including the new front-centered placement of “Communication Impediment” and the addition of a “Deaf/Hard of Hearing” designation option. State agencies will also provide guidance on how Texans can enroll in the Driving with Disability Program and access related resources designed to improve communication and safety during traffic stops and roadside interactions.

The webinar will include presentations from state agency representatives and will be streamed live on Zoom.

TLETs communication – Military Indicator

Effective with the Registration and Title System Release 26.2, scheduled to deploy on May 18, 2026, a motor vehicle record queried through the Texas Law Enforcement Telecommunication System (TLETS) will display whether a registrant has voluntarily indicated they are a member of the U.S. Armed Forces. At the time of initial registration or renewal, if the registrant voluntarily indicates they are a member, they must also provide their military status.

TLETS users will see the voluntary disclosure indicating they are a member of the U.S. Armed Forces and their military status. The Armed Forces indicator and status will be captured as shown below in the “Remarks” section on the TLETs record.

There are three different statuses that will appear in the “Remarks” section on the record:

  • Active
  • Retired/Veteran
  • Reserve

The indicator and status will be masked when provided to third parties by the department.

Senate Bill (SB) 2007 – Voluntary Disclosure of Military Membership and Status

SB 2007, enacted by the 89th Legislature, effective September 1, 2025, provides that when a person registers or renews their motor vehicle registration the person may voluntarily indicate they are a member of the U.S. Armed Forces. If the person voluntarily indicates they are a member, they must also provide their status as a member of the U.S. Armed Forces.

A completed Voluntary Disclosure of Military Status (Form VTR-217) must be submitted when a person renews their motor vehicle registration if that person wants to voluntarily indicate they are a member of the U.S. Armed Forces. At the time of initial registration, a person will be able to voluntarily indicate they are a member of the U.S. Armed Forces when completing the Application for Texas Title and/or Registration (Form 130-U).

Effective with Registration and Title System (RTS) Release 26.2 scheduled to deploy on May 18, 2026, the voluntary disclosure will be available for selection within department systems. If a person voluntarily indicates they are a member of the U.S. Armed Forces, a selection of the persons Military Status will be required within the system. Selection of the status is as follows:

  • Active Duty
  • Retired/Veteran
  • Reserve

After verifying the application, select the “U.S. Armed Forces Member” checkbox, then select the appropriate status from the dropdown menu in department systems. Once a renewal transaction is complete, please return Form VTR-217 to the applicant.

The new Form VTR-217 and revised Form 130-U will be made available on the department’s website with the RTS Release 26.2 deployment. The revised Form 130-U will be available to order once current stock is depleted and current stock remains valid for use.

FDMS has completed processing refunds for transactions that were included in the
CCC Settlement but did not appear in SnapPay. These refunds will now be reflected
as credits within each County’s CCC Settlement records. The credited amounts
should align with the over-payments from the April 14, 2026 transactions.

Counties are also advised to review any related chargebacks, as the transaction may
have already been refunded. If a refund has occurred, the County will need to dispute
the chargeback in FDMS CCC.

If any County identifies discrepancies or amounts that do not match expectations,
please update your existing Remedy ticket or submit a new one so the issue can be
reviewed promptly. Our Finance team will continue coordinating with DIR/FDMS to
investigate and resolve any reported differences.

April 2026 Motor Vehicle Registration Manual Update

The latest update to the Motor Vehicle Registration Manual (attached) is now available via Registration and Title System (RTS) workstations and at www.txdmv.gov.

The Texas Department of Motor Vehicles welcomes your feedback and encourages you to email any comments or suggestions to VTR_Title_Reg-Manual-Update@txdmv.gov (please note the underscores between VTR and Title and between Title and Reg).

Updates for this release are marked with red change bars in the text.

Various sections of the Registration Manual have been updated to reflect House Bill (HB) 718 changes as it relates to the naming convention of “Temporary Registration Plate.”

Chapter 1 – Accounting
Section 1.1, “General Provisions,” is updated to remove the $1 discount for renewals that are processed online.

Chapter 3 – Disabled Persons
Section 3.13, “Parking Privileges,” was updated to add Disabled Peace Officer license plates with the International Symbol of Access (ISA) may park in disabled parking spaces.

Chapter 4 – Driver’s Privacy Protection Act
Section 4.12, “Federal DPPA and Texas MVRDA,” was updated to add Temporary Registration Plates (30-Day, One-Trip) to the “Express Written Consent” section.

Chapter 12 – Off-Highway, Log Loader, Forestry, & Miscellaneous
Section 12.13, “Vehicles Subject to Registration or Eligible for Distinguishing License Plates,” was updated to add a new section regarding the issuance of Frac Tank License Plates.

Chapter 14 – Application for Registration
Section 14.2, “Application for Registration and Certain Permits,” was updated to add a hyperlink to the new Title & Initial Registration Transaction Types chart.

Section 14.4 “Initial Registration,” The note was updated to state military members serving abroad or out-of-state and claiming Texas residency may obtain registration without providing a physical Texas address.

Section 14.5 “Identification Requirements for Initial Registration,” was updated to add new ID requirements for initial registration and the new Title & Initial Registration Transaction Types chart.

Section 14.14 “Voluntary Disclosure of Military Status,” was updated to add a new section regarding the voluntary disclosure of military status by a registration applicant.  

Chapter 16 – Temporary Permits
Various sections of Chapter 16 have been updated to reflect HB 718 changes as it relates to the naming convention of “Temporary Registration Plate.”

Section 16.2, “One-Trip (single trip) or 30-Day Temporary License Plates,” was also updated to specify that additional time can be added to a temporary registration plate that is customer supplied.

Chapter 17 – Transfer of Registration When Applying for Title
Section 17.2, “Dealer Sales,” was updated to add a new section which specifies dealers will issue metal plates at the time of the sale. Additionally, this section specifies which plates will be issued in the event dealers do not have the appropriate plate type in their inventory.

Section 17.5, “Plate to Owner Transactions,” was updated to specify what a dealer must do with a license plate on a motor vehicle if that vehicle has been purchased from the dealer.

Chapter 18 – Specialty and Personalized Plates
Section 18.3, “Souvenir License Plates,” was updated to specify that the recipient of the license plates must file an application with the county tax assessor-collector and pay the statutorily required registration.

April 2026 Motor Vehicle Title Manual Updates

Chapter 4 – Definitions
Section 4.2, “Remarks/Brands”, Table 4-1 was updated in accordance with Registration and Title Bulletin (RTB) #001-25 to include a Used Automotive Parts Recycler’s Report for Vehicles Purchased Without Title (Form VTR-341-2) may be submitted to the department for a junk vehicle.

Chapter 6 – Application and Issuance of Motor Vehicle Title
Section 6.3, “Personal Identification Information for Obtaining Title”, was updated in accordance with RTB #001-26 to include acceptable forms of identification (ID) for title applications with initial registration. In addition, the update clarifies requirements for temporary and limited-term IDs and provides guidance on ID requirements for leasing companies or agents acting on behalf of an entity.

Chapter 23 – Foreclosure of Miscellaneous Liens
Section 23.4, “Licensed Vehicle Storage Facility Lien”, was updated as a result of House Bill 3928 to state that licensed vehicle storage facilities may be permitted to publish notifications on a Texas Department of Licensing and Regulation (TDLR) approved third-party website in lieu of a newspaper publication.

TxDMV publishes rule proposals in the April 24, 2026, issue of the Texas Register.

The Texas Department of Motor Vehicles (TxDMV) has proposed rules in the April 24, 2026, issue of the Texas Register. A summary of the proposed rules and the proposed language is available on the TxDMV website at https://www.TxDMV.gov/about-us/general-counsel/proposed-and-adopted-rules-2026.

The proposals are posted for public comment until 5:00 p.m. on May 26, 2026.

The proposals include:

  • revisions to 43 Texas Administrative Code (TAC), Chapter 215, relating to enhancing the enforceability of the Motor Vehicle Records Disclosure Act in Transportation Code, Chapter 730, and cleanup; and
  • revisions to 43 TAC, Chapter 221, relating to license processing for military service members, spouses, and veterans, and cleanup.

The Texas Department of Motor Vehicles (TxDMV) adopts rules in the April 24, 2026, issue of the Texas Register. The adopted rules are available on the TxDMV website at https://www.TxDMV.gov/about-us/general-counsel/proposed-and-adopted-rules-2025.

The adoptions include:

  • revisions to 43 Texas Administrative Code (TAC), Chapter 211, relating to implementation of SB 1080, 89th Legislative Session; and cleanup; and
  • revisions to 43 TAC, Chapter 218, relating to cleanup.

Title Processing for Miniature (Mini) Vehicles

This notice provides clarification and guidance regarding titling requirements for mini vehicles to prevent unnecessary delays in processing times. As a reminder, mini vehicle information can be found in the Motor Vehicle Title Manual, Chapter 14. 


Vehicle Identification Number (VIN) Verification Requirements 

County tax assessor-collector offices must ensure the proper VIN verification documents are provided at the time of initial processing. Review the below scenarios to determine whether a Law Enforcement Identification Number Inspection (Form VTR-68-A) or a photograph of the VIN is required  

When a Form VTR68A Is Required 

  • For all mini vehicles imported into the U.S. that were last titled and/or registered in another country.  
  • A photo of the VIN should not be requested when a Form VTR-68-A is required. 

When a Photograph of the VIN Is Required Instead of Form VTR-68-A 

  • For all mini vehicles that have previously been titled and/or registered in Texas or another jurisdiction of the U.S.  

Invalid VIN Title Rejections

Mini vehicle title transactions with non-conforming VINs are automatically rejected by the system as an invalid VIN. These transaction rejections can be found in the Cognos Title Rejection Report which must be reviewed daily to ensure timely resolution. 

  • Mini vehicle transactions rejected due to an invalid VIN must be sent promptly to the department for special handling review for the title to be released. 
  • These transactions should be emailed to the department at VTR_Special_Handling@txdmv.gov following proper special handling procedures. Once emailed, send the original title paperwork to OpenText for imaging. 
  • If your office is unable to scan and email, continue to physically mail these special handling transactions in a specially marked envelope to the department and not OpenText.  

Communication of Rejections

  • Counties must notify title applicants when a title application is rejected and additional docummentation is required.  
  • Notification must be provided promptly to prevent delayed ownership transfers and unnecessary hardship to customers.
