On Tuesday, December 31, 2024, the Texas Department of Motor Vehicles
(TxDMV) will update the webDEALER System with Release 25.1 which contains the
content summarized below. 

Enhancements:

webDEALER: 

                             •    Removal of Existing Texas Record Information

                             •    Updates to the Inspection Information Section of the Title Preview Page

                             •    Introduction of VIN Self Certification for Out of State Vehicles

                             •    Selecting a 1 year or 2-year Registration Period

                             •    Enhancement to Title and Dealer Search Features for County Users

                             •    Removal of VIN Verification Check Box for County Users

County RTS Release Notes 25.1 (12/27/2024 @ 2:00 PM)

Good afternoon,

On Tuesday, December 31, 2024, the Texas Department of Motor Vehicles (TxDMV) will
update the Registration and Titling System (RTS) with Release 25.1 which contains the
content summarized below. 

Enhancements:

 •    Enhance the existing COGNOS – Fee Type Funds Report to search by account    
        item description.

•    HB 3297 – Impacted Financial Reports (New inspection fees).

•    For willing and statutorily required renewal and private party title transactions     
       emissions inspection verification is determined by the residence county. 

•    IVTRS Updates-Validate the county selected against the county displayed on
      the registration sticker.

•    Update the Status Change Event – Inspection Status for out-of-state vehicles
      requiring emissions testing.

•    RTS Timed Permits – Remove all inspection requirements to allow permit issuance
      effective January 1, 2025.

•    Create a new emissions fee code – “Emissions Inspection Fee.”

•    Dealer (GDN) Title Transfer Transactions.

•    WebSUB Updates – Validate county of residence for emissions inspection requirements.

•    Remove the out-of-state “VERIFY INSPECTION” remark from records for all non-commercial
       vehicles located in non-emission counties.

•    Disable VIN CERTIFICATION WAIVED Checkbox.

•    Created a new “Affidavit Exempt Reasons INS002” page launched from the “INS001”
       screen in POS.

                              •    Update the Status Change Event – Dealer Sale Out-of-State (OOS).

•    IVTRS Update – Remove the self-certification page for travel trailers.

•    Charge an “Inspection Replacement Fee” in place of the current inspection fee for all
      non-commercial vehicles.

•    “MOBILITY / CLEAN AIR FEE” has been renamed to “INSPECTION REPLACEMENT FEE”

•    Updates to the Inspection Code Type list.

•    Capture the Title Control Number in the Title Event for Reporting Purposes. 

•    TAMU Univ – Texarkana – Collegiate State Specialty License Plate

•    Guadalupe Mountains National Park – State plate RRTS-36419 Update the Status
      Change Event – Dealer Sale OOS.

•    Premium Embossed – Carbon Fiber (Vendor) Specialty License Plate

•    Embossed – Black & White – Vendor Specialty License Plate

Every dealer is allowed a minimum of 30 Internet Down tags. Please remember that after using an Internet
Down tag, you must enter the information for that tag into webDEALER as soon as the system is accessible. 
Doing this, will ensure you always have the full allocation of unused Internet Down tags available when you
need them. Internet Down tags are valid for one year from the date they are printed.

A notification update will be published once the system maintenance is completed.

REMINDER: Insurance Companies Required to use webSALVAGE for Owner Retained Reporting

Effective January 1, 2025, insurance companies are required to submit all Owner Retained Reports electronically through webSALVAGE in lieu of mailing the paper Owner Retained Report (Form VTR-436) to the department for processing. This change is a result of the recent adoption of Texas Administrative Code §217.83(c)(1) to support the modernization of the department’s operations.

As a reminder, the department encourages you to immediately start submitting Owner Retained Reports electronically through webSALVAGE. If you are not set up to use webSALVAGE, you can easily get started by visiting the webSALVAGE login page at https://webdealer.txdmv.gov/title/salvageLogin, select the “Create New User” button, and following the prompts. After your entity account is set up, the administrator can add new users, manage their permissions, and remove users as needed.

webSALVAGE allows for electronic corrections and retractions of Owner Retained Reports, as well as the ability to print receipts. In addition, a user may specify whether the damaged major component part(s) may be repaired or must be replaced – the department encourages completion of this permissible information. The attached webSALVAGE Owner Retained Addendum provides further processing details and can also be found on our website at webSALVAGE_Owner-Retained_Addendum.pdf (txdmv.gov).

While the majority of transactions can be submitted electronically, there may be some scenarios where a physical Owner Retained Report (Form VTR-436) will need to be submitted to the department for processing. webSALVAGE will inform the user when this is necessary.

Reminder: Texas vehicle inspection changes coming soon

New law eliminates most vehicle safety inspections

(AUSTIN, Texas – December 17, 2024) Beginning January 1, 2025, Texas vehicle owners will no longer need to obtain a safety inspection prior to vehicle registration. House Bill 3297, passed during the 88th Legislature in 2023, eliminates the safety inspection program for non-commercial vehicles.

The new law maintains the annual $7.50 safety inspection fee collected at the time of vehicle registration. Texans will see this fee labeled as the Inspection Program Replacement Fee on their registration renewal notice. Owners registering a new vehicle will pay a $16.75 Inspection Program Replacement Fee to cover the first two years of registration.

State law will still require obtaining a passing vehicle emissions inspection in the following 17 counties prior to vehicle registration:

  • Brazoria County
  • Fort Bend County
  • Parker County
  • Collin County
  • Galveston County
  • Rockwall County
  • Dallas County
  • Harris County
  • Tarrant County
  • Denton County
  • Johnson County
  • Travis County
  • El Paso County
  • Kaufman County
  • Williamson County
  • Ellis County
  • Montgomery County

2025 Calendar and Application Manager Dates

Attached are two files providing both a calendar and a table listing format of the Gregorian and Application Manager (AM) dates for calendar year 2025.

The AM date is part of the transaction identification number that prints on receipts and certain reports. This information is helpful when reviewing reports that list transactions only by their AM dates and not Gregorian dates. The following example denotes the position of the AM date:

Transaction number: 01534945686163051

The underlined and bolded five-digit number is the AM date. It occupies the position of digits 7 through 11 in a transaction number. The number can be found on the Gregorian calendar under the day of the particular month. For example, the number 45686 is listed under “January” and under “31.” Therefore, the Gregorian date for this transaction would be January 31, 2025.

Paper Registration Renewal Notice Incorrect Fee Calculation

The recent 24.3.1 Registration and Title System release that deployed October 12, 2024, introduced the display of the INSPECTION REPLACEMENT FEE and the EMISSIONS INSPECTION on the vehicle registration renewal notice. We identified a fee calculation issue on the paper Registration Renewal Notices. These paper Registration Renewal Notices did not display the correct fees for emissions and non-emissions county customers. This issue affects a small subset of Texans, approximately 4% of registration renewals due in January and February 2025.  

The correction to the fee calculation on the paper Registration Renewal Notices was deployed on the evening of December 9, 2024. Texas Department of Motor Vehicle (TxDMV) systems will continue to automatically calculate and charge the appropriate fees when customers renew registration online or at a county tax office, regardless of the events where an incorrect fee appeared on the paper Registration Renewal Notices.  

Additionally, we have been made aware of some confusion surrounding when a safety inspection will or will not be needed. Customers who are renewing in 2024 prior to their 2025 registration expirations will still be required to obtain a passing safety inspection through the remainder of December, even if their paper Registration Renewal Notice says otherwise. Beginning January 1, 2025, a safety inspection will no longer be required.

The Texas Department of Motor Vehicles (TxDMV) will be implementing planned
maintenance for the RTS System starting at 5:00 AM, Sunday (12/8/2024), lasting 
up to 11:00 A
M Sunday morning (12/8/2024). During the deployment window,
you
may experience intermittent connectivity when accessing the RTS System.

Initial Notification: webDealer Planned Maintenance (12/6/2024 @ 6:00 PM)

Good morning,

The Texas Department of Motor Vehicles (TxDMV) will be implementing planned
maintenance for the webDealer System starting at 6:00 PM, Friday (12/6/2024),
lasting up to 8:00 AM, Saturday morning (12/7/2024).

As a reminder, if you are unable to print buyer’s tags, you should use your pre-printed Internet Down tags. 
Every dealer is allowed a minimum of 30 Internet Down tags. Please remember that after using an Internet
Down tag, you must enter the information for that tag into webDealer as soon as the system is accessible. 
Doing this, will ensure you always have the full allocation of unused Internet Down tags available when you
need them. Internet Down tags are valid for one year from the date they are printed.
