January 2026 Salvage/Nonrepairable Motor Vehicle Manual Updates

The latest update to the Salvage/Nonrepairable Motor Vehicle Manual (attached) is now available via Registration and Title System (RTS) workstations and at www.txdmv.gov.

We welcome your feedback and encourage you to email any comments or suggestions to VTR_Title_Reg-Manual-Update@txdmv.gov (please note the underscores between VTR and Title and between Title and Reg).

Updates for this release are marked with red change bars in the text.  

Chapter 5 – Salvage Vehicle Dealers and Independent Motor Vehicle Dealers

Section 5.5, “Vehicles Acquired without Evidence of Ownership by Used Automotive Parts Recyclers,” was added as a result of House Bill 5436 to include the required reporting process for used auto parts recyclers who obtain a vehicle without a title solely for parts, dismantling, or scrapping.

Inventory Management System (IMS) Maintenance Update

On Thursday January 29, 2026, from 8:00pm to 10:00pm The Department will implement a scheduled system update that will temporarily impact access to the Inventory Management System (IMS) and your ability to assign plates in e-Plate. 

During this downtime, you should use Internet Down Receipts to complete transactions.  

This Update Includes: 

  • Performance improvements to increase system stability 
  • Security enhancements 
  • Backend upgrades to support upcoming features and reporting capabilities 

What You Need to Know: 

  • Please plan any IMS dependent tasks around the maintenance window. 
  • If you are logged in when the update begins, you may be automatically signed out. 
  • No action is required after the update—systems should function normally once maintenance is complete.
