House Bill (HB) 718 becomes effective on July 1, 2025. Training on ePLATE (formerly known as eTAG) and metal plate assignment is available! The ePLATE Assignments Training will guide you through the steps of assigning license plates using the new ePLATE system. By the end of this training, you will have a solid understanding of the key process changes happening with the transition to ePLATE.

     The Texas Department of Motor Vehicles has received reports that the webDealer
     system is unavailable for some counties. Support staff are working to resolve the issue. 

     We apologize for the inconvenience and any impact on you or your customers.


As a reminder, if you are unable to print buyer’s tags, you should use your pre-printed
Internet Down tags. Every dealer is allowed a minimum of 30 Internet Down tags.
Please remember that after using an Internet Down tag, you must enter the information
for that tag into webDealer as soon as the system is accessible.  Doing this, will ensure
you always have the full allocation of unused Internet Down tags available when you
need them. Internet Down tags are valid for one year from the date they are printed.

New Internet Down Receipts Coming Soon!

We are pleased to inform you that new Internet Down Receipts will soon be available for use beginning July 1, 2025. These receipts are designed to streamline the process of documenting vehicle transactions when internet access to webDEALER is temporarily unavailable.

What You Need to Know:

  • Authorized webDEALER users at your dealership will be able to access and print Internet Down Receipts directly.
  • The expected rollout date is June 27, 2025. Once access is available, please print your Internet Down Receipts before July 1, 2025. However, do not assign or use the receipts until July 1, 2025.
  • A follow-up communication will provide step-by-step instructions on how to access and use the new receipts.

The Texas Department of Motor Vehicles (TxDMV) will update the eLICENSING System starting
at 6:00 PM, Saturday, (06/28/2025), lasting up to 10:00 PM, Saturday, (06/28/2025).

During the deployment window, you may experience intermittent connectivity issues when
accessing the eLICENSING System.

A notification will be published after the eLICENSING deployment is completed.

These system changes are required to meet 88th Texas Legislature HB 718 requirements 
effective on July 1, 2025.

IMPORTANT Attention Motor Vehicle Dealers, County Tax Offices, and Law Enforcement:

intermittently, starting at 6:15 PM, Monday (06/30/2025), lasting up to 11:59 PM (06/30/2025).

A notification will be published once the webDEALER maintenance is completed.

These system changes are required to meet 88th Texas Legislature HB 718 requirements 
effective on July 1, 2025.

Plate Expectations: Your new ride with plates supplied

Texas flips the script to reduce fraud and improve customer service

(AUSTIN, Texas – June 10, 2025) Texans will soon experience a more streamlined process for receiving metal license plates when they purchase a car from a dealer, thanks to a new state law. Under House Bill 718, passed by the 88th Legislature in 2023, starting July 1, 2025, motor vehicle dealers will begin issuing metal license plates directly to buyers of new and used vehicles.  

  • Buying from a Dealer: Consumers purchasing a vehicle from a Texas dealer will receive metal license plates instead of paper temporary tags, driving off the lot with their plates already in place. Until their registration sticker arrives from their county office, customers must keep their buyer’s plate receipt in the vehicle to be able to verify the purchase and pending registration to law enforcement.
  • Trading In a Vehicle: When consumers sell or trade in a vehicle with general issue plates, dealers may transfer the plates to another vehicle sold within 10 days, if the plates match the appropriate vehicle type, per Senate Bill 1902, passed by the 89th Legislature this year. Consumers with specialty license plates will keep their plates.
  • Buying/Selling a Vehicle in a Private Sale: The private party sales process remains unchanged:  

    • Sellers should remove their license plates and registration sticker from the vehicle when they deliver the vehicle to the buyer.  
    • The seller can request to transfer the plates to another vehicle they own—if appropriate for the vehicle type—by visiting their county tax assessor-collector’s office.  
    • Sellers should submit a Vehicle Transfer Notification to the Texas Department of Motor Vehicles within 30 days of the sale of the vehicle.  
    • Buyers must submit a title and registration application at their county tax assessor-collector’s office and obtain new plates to register the vehicle in their name within 30 days of purchase.

Metal Plate & Inventory Management System Training and Question & Answer (Q&A) Sessions for Dealers

The Texas Department of Motor Vehicle (TxDMV) is offering additional training and Q&A sessions for dealers to attend ahead of July 1, 2025. Please register for your virtual seat by visiting the Events Calendar | TxDMV.gov.

To receive training on how to prepare for the transition from paper tags to metal plates, including information about the new metal plates, plate inventory and resources, please register for the live virtual training on Metal Plate & Inventory Management System Changes and Processes.

If you have attended the training and want an opportunity to participate in a question-and-answer session join a Q&A only session. During the Q&A sessions, representatives from the Vehicle Titles & Registration Division will take questions on HB 718, metal plates and IMS in a chat from the audience and answer them live. This session will not include a training presentation.

These sessions will be offered every Monday through Wednesday between June 16 – 30, 2025. Register for the session that is ideal for your needs. The webinar schedule is available now!

Initial Notification: New Phishing Scam on PDF attachments from a known user (05/28/2025 @ 1:07 PM)

Good afternoon,

We want to inform you about a current phishing scam (pictured below) exploiting
OneDrive. Scammers are sending emails that appear to come from a multi-function
printer utility, presenting a personal document from a user’s OneDrive account to
create a sense of urgency and legitimacy. These emails are fraudulent and aim to
steal your personal information.

Actions to Take:

Title & Registration Services
Most vehicle title and registration services are handled by your county tax office, which may have different operating hours. Registration renewals can be completed online at www.TxDMV.gov.

Oversize/Overweight Permits
Motor Carrier Oversize/Overweight permits can be ordered online through the Texas Permitting and Routing Optimization System (TxPROS) at www.TxDMV.gov.

eLICENSING Release Notes 25.2.2 (05/18/2025 @ 2:55 PM)

Good afternoon,

On Saturday, May 17, 2025, the Texas Department of Motor Vehicles (TxDMV) updated
the eLICENSING System with Release 25.2.2 which contains the content summarized below.

eLICENSING Business Reported Issues:

                        •  Dealer Temporary Plate – New Appl-Add new Metal Temp Plates/Dealer Temporary
                            Plate to the eLICENSE application processes.
                       
•  HB 718 – Increase Plate field size in RTS Batch file.
                       
•  Mailing address on the packing list includes DBA also.
  
                     •  Separate Packing Slips Needed for a combined order of both Standard and Temp
                            Plates.
  
                     •  Dealer Temporary Plates – New Appl-Add new Metal Temp Plates/Blue Plates to the
                            eLICENSE application processes.
                        •  HB 718 – Increase Plate field size in RTS Batch file.
                        • 
Add the DBA to the physical mailing address.
                        • 
Separate Packing Slips Needed for a combined order of both Standard and Temp
                            Plates.
