The Texas Department of Motor Vehicles (TxDMV) continues to work closely with impacted stakeholders on the important process of implementing House Bill 718 from the last legislative session. The bill eliminates most paper temporary tags and requires vehicles to be issued metal plates at the time of sale. This is a significant operational change for both TxDMV and the Texas vehicle industry, and we appreciate your support as we work to implement the bill by the effective date of July 1, 2025. At this time, TxDMV is excited to announce that we have selected a direct-to-dealer distribution model for license plate issuance as part of this implementation. Delivering license plates directly to dealers will streamline the process and ensure that plates are available to dealers as needed to support sales activity. The process is also intended to remove some of the logistical workload from tax assessor-collectors, allowing those offices to focus on their work processing title and registration transactions for dealers and individuals in an efficient and timely manner. Here is how the new process will work:
This is just our first announcement of this important new process to serve the motor vehicle industry, and we will follow up with both counties and dealers with more detailed information as the contractors are procured and operational policies defined over the coming year. The department will also provide training on the new inventory management system to stakeholders once the system is configured and operational. Expect to hear more about those training opportunities in the spring of 2025. Initial distribution of license plates, in preparation for the bill taking effect on July 1, 2025, is also expected to begin during the spring of 2025. The bill requires dealers to use webDEALER to process title applications. The department offers monthly webDEALER training opportunities for both county tax office staff and dealers. The training is available both in-person and virtually. Specific session dates can be found on the TxDMV website at www.txdmv.gov/calendar. We encourage dealers to complete webDEALER training as soon as possible to guarantee you are able to comply with the requirements of House Bill 718 in July 2025.

TxDMV Announces Direct-to-Dealer License Plate Distribution Model
Good afternoon,
The Texas Department of Motor Vehicles (TxDMV) will be implementing system
maintenance for the webDealer System starting at 6:00 AM, Sunday (07/14/2024),
lasting up to 11:00 AM Sunday morning.
As a reminder, if you are unable to print buyer’s tags, you should use your pre-printed Internet Down tags.
Every dealer is allowed a minimum of 30 Internet Down tags. Please remember that after using an Internet
Down tag, you must enter the information for that tag into webDealer as soon as the system is accessible.
Doing this, will ensure you always have the full allocation of unused Internet Down tags available when you
need them. Internet Down tags are valid for one year from the date they are printed.
Note: A notification update will be published once the webDealer maintenance is completed.

Sunday (07/14/2024), lasting up to 11:00 AM Sunday morning.

unavailable.

Good morning,
We have received notification from TexasSure for planned system maintenance scheduled
over this weekend. The maintenance is scheduled for Sunday, June 23, 2024, starting at
8:00 AM, lasting up to 4:00 PM on Sunday afternoon.
TexasSure is used for insurance verification in renewal events. TexasSure will not be available
during the maintenance window.
Users will be required to enter/verify insurance information manually since TexasSure will be
unavailable for automatic insurance verification.
We will provide an update once the maintenance has been completed.

Safelist New Payment Services E-mail Addresses
To Ensure Delivery of Automated Reports
Texas.gov Payment Services is advising county users who administer the IVTRS and TXT program
to prepare for upcoming changes to sender e-mail addresses for automated reports from the
Transaction Processing Engine (TPE) Admin, the payment services reporting application.
At the county level, online VTR credit card activity is frequently reconciled with automated reports
delivered by e-mail to tax office staff directly from TPE Admin (Payment Engine NIC). County users
who rely on receiving automated reports, such as Batch Summary, Batch Detail, Net Revenue
Detail, Return Detail, and Refund Detail, are most likely to need to take action.
To ensure that any scheduled automated reports continue to be delivered without issue, Texas.gov
Payment Services encourages county users who receive automated reports from TPE Admin to
safelist the new sender e-mail addresses. Please reference the “Outlook-Safelist-How-To” attachment
on this bulletin which will provide step-by-step instructions on how to “safelist” an email.
The updated sender email addresses are a consequence of the acquisition of Texas NIC, the current
Texas.gov Payment Services provider, by Tyler Technologies, Inc. Payment Services e-mail, including
automated reports for online VTR credit card transactions, will no longer be sent from egov.com
and nicusa.com.
The new sender e-mail addresses will go into effect after close of business on June 17th.

from being able to create vehicle specific tags in the eTAG system following a recent eTAG update.
Support Staff have since disabled the update and are working to implement a permanent solution.
All dealers should be able to create vehicle specific tags at this time.
