The Texas Department of Motor Vehicles (TxDMV) has proposed rules in the October 16, 2020, issue of the Texas Register. The proposal addresses motor vehicle titling for mopeds. The proposed language is available on TxDMV’s website at https://www.txdmv.gov/general-counsel/proposed-and-adopted-rules.

The proposal is posted for public comment until 5:00 p.m. on November 16, 2020.

Announcing the New TxDMV.gov

On Friday, October 16, the Texas Department of Motor Vehicles launched the redesigned TxDMV.gov.

The functionality and design of the new TxDMV.gov reflects feedback from our staff and stakeholders as well as a careful analysis of the way that visitors utilize our site.

In addition to being mobile device-friendly to accommodate the growing number of users coming to our site on their phones, the new site search returns more accurate results for both pages and documents – a welcome improvement for those of you familiar with the limitations of our previous search engine.

We encourage you to review any printed material, correspondence templates, and electronic bookmarks to identify any frequently-used URLs that need to be updated.

While we have made every effort to preserve links and addresses, some have changed, such as links to documents and forms.

Should you discover any issues with the new TxDMV.gov, please take the following steps to alert TxDMV staff of any problems:

  • Before reporting a problem, please clear your browser cache by pressing CTRL and F5. This will request the latest version of the page, in case an update was made after you noticed the problem.
  • Send a report to web@TxDMV.gov that contains:
    • The address of the page where you encountered a problem (example: TxDMV.gov/motorisits/).
    • The browser and operating environment you were using to access the site (example: Chrome on a Windows desktop, Firefox on a Windows desktop, Safari on an iPhone X).
    • A detailed description of the problem (example: broken image, broken link, text not displaying as expected).
    • Any additional information you feel may help us understand the nature or severity of the problem.

If the above details are not included in your report, we will be unable to effectively address the problem. Reports sent to any email address other than web@TxDMV.gov will not reach the correct TxDMV staff.

October 2020 Title Manual Revisions

Chapter 6 – Application and Issuance of Motor Vehicle Title
Section 6.11, “Revocation Affidavits – First Sale Title Application,” was updated to change the timeframe for a first sale revocation from 21 days to 90 days as provided in Registration and Title Bulletin (RTB) # 011-20. 

Chapter 7 – Corrections
Section 7.9, “Switched Evidence,” was renamed to “Incorrect Evidence Surrendered” and was updated to reflect the procedures a licensed franchised dealer may follow after surrendering the incorrect manufacturer’s certificate of origin resulting in the wrong vehicle being titled as provided in the RTB # 012-20.

RTS Release Notes 9.8.0

Good afternoon,

Over the weekend of October 2, 2020, the Texas Department of Motor Vehicles (TxDMV) will update the Registration and Titling System (RTS) with Release 9.8.0 that contains the content summarized below. 

Enhancements: 

  • webDEALER did not provide a reason why a title application was rejected by the TxDMV

Defects Resolved:

 

RTS: 

  • Plate and permit virtual inventory are not returned to inventory when set aside transactions are not cancelled

IVTRS:

  • After the customer entered the renewal recipient address, including the word apartment or suite in line 2, they were presented with the pop-up error message

VTR-275

  • A Barcode did not print on the VTR-275 receipt when a Stolen remark was present on the vehicle.

Statewide webDEALER Adoption Release

The department’s webDEALER project team, charged with making programming enhancements to webDEALER, has addressed existing defects and previous enhancement requests made by county tax assessor-collectors and dealers currently utilizing webDEALER. The first release will be implemented this weekend in conjunction with the Registration and Title System (RTS) Release 9.8.

 

All programming changes are covered in detail in the attached webDEALER County User Guide Addendum and webDEALER Dealer User Guide Addendum. RTS related changes impacting webDEALER have been covered in the RTS 9.8 Release Notes. All addendums and release notes will be available on the TxDMV website.

Collection of the Late Registration Penalty

When renewing late registration in accordance with Transportation Code, §502.045, a person who has received a citation for late registration must pay an additional charge equal to 20% of the registration fee at the time of renewal.

RTS does not currently accommodate for the collection of the 20% late registration penalty when customers return to pay the penalty ordered by the court, after renewing.   This has required counties to use a workaround.

With the implementation of RTS Release 9.8.0, a new event, “Registration Penalty” has been created in RTS to process the collection of the late registration penalty.  This new functionality will also include resetting the expiration month and year, as applicable, back to the original expiration in instances where the customer’s registration expiration month started over. 

RTS will generate a new sticker that will be printed with the Late Registration Penalty Receipt.  The county must require the customer to return the previously issued sticker.  RTS Release 9.8.0 will also include the elimination of the Late Registration Penalty from the RTS Additional Collections event.   More information will be provided in the RTS 9.8.0 Release Notes.

Prior to October 2, we encourage you to review any printed material, correspondence templates, and electronic bookmarks to identify any frequently used URLs that may need to be verified for continued accuracy after the new site launches.

While we are working to ensure the addresses of key pages remain the same, we know that some links, such as those to documents and forms, will change.

TxPROS back up after scheduled maintenance

The Texas Permitting and Routing Optimization System (TxPROS) is back online after scheduled maintenance. If you have problems logging in, please clear your browser’s cache or history, and try again. We apologize for any inconvenience this downtime may have caused. For any questions, call the Oversize/Overweight Permits Office at 1-800-299-1700, option 2. Call center hours are 7 a.m. to 4:30 p.m. Monday through Friday.
