July 2020 Motor Vehicle Title Manual Update

The latest update to the Motor Vehicle Title Manual (attached) is now available via Registration and Title System (RTS) workstations and at www.txdmv.gov.

Updates for this release are marked with red change bars next to the text.

Chapter 4 – Definitions
Section 4.1, “Definitions,” was updated to include changes to statutory definitions under Transportation Code, Section 501.002, due to House Bill (HB) 1755.

Section 4.2, “Remarks/Brands,” was updated to add the NOT FOR DEALER RESALE remark to the Remarks/Brands chart, which is applied to certain newly assembled vehicles as outlined in Registration and Title Bulletin (RTB) #010-20.

Chapter 13 – Vehicle Identification Numbers
Section 13.1, “Vehicle Identification Number (VIN) Overview,” was updated to include the vehicle identification number assigned by the maker of a kit is acceptable for titling and registering an assembled vehicle. 

Section 13.6, “Assigned and Reassigned Identification Numbers,” was updated based on revisions to the Law Enforcement Identification Number Inspection (Form VTR-68-A) to accommodate changes with assembled vehicles due to HB 1755.  Changes include a note that the owner of an assembled vehicle may apply for a bonded title in lieu of having ownership evidence to obtain an assigned or reassigned number from the department.  In addition, issuance of an assigned number is required for newly assembled trailers since they must be titled as outlined in RTB #010-20.

Chapter 14 – Vehicle Types
Section 14.5, “Homemade/Shopmade Trailers or Semitrailers,” was removed and replaced with “Optional Title for Trailers and Semitrailers under 4,000 Pounds.”  Information regarding assembled trailers has been removed from the manual and will be covered in the Assembled and Rebuilt Vehicle Manual once revised. 

Chapter 25 – Motor Vehicle Dealers
Section 25.3, “Requirement for Motor Vehicle Dealers,” was updated to include a new subsection that outlines the requirements of a licensed motor vehicle dealer when a purchaser’s county of residence is closed as outlined in RTB #009-20.

In addition, this section was updated to include a new subsection that informs licensed motor vehicle dealers that any newly assembled vehicle that contains the NOT FOR DEALER RESALE remark may not be purchased or sold by a licensed motor vehicle dealer as outlined in RTB #010-20.

July 2020 Registration Manual Update

Chapter 12 – Off-Highway, Log Loader, Forestry & Miscellaneous
Section 12.12, “Vehicles Subject to Registration or Eligible for Distinguishing License Plates,” was updated by adding section headers to clarify examples of what is eligible and ineligible for Machinery, and to specify concrete pump trucks do not qualify for a Machinery license plate.

Chapter 16 – Temporary Permits
Section 16.2, “One-Trip (single trip) or 30-Day Trip Permits,” was updated to more clearly present the information regarding the vehicles that are eligible for a 30-Day Permit.

Chapter 21 – Miscellaneous Specialty License Plates
Section 21.2, “Classic Motor Vehicles and Travel Trailer; Custom Vehicles; Street Rods,” was updated to specify that if the ASE Safety Inspection and Application for Custom Vehicle or Street Rod License Plates (Form VTR-852) is submitted with a title application, the title package and completed form should be sent to the vendor for scanning.

The webDEALER and RTS login issue has been resolved. If you are having a login problem, please clear your browser cache by following the steps below: 

To clear the cache in Internet Chrome, follow these steps: 

  1. Click the settings button in the top right of the window
  2. Click ‘More tools’ > ‘Clear browsing data…’
  3. Ensure the checkbox for ‘Cookies and other site data’ is ticked
  4. Click ‘Clear data’ 

To clear the cache in Internet Explorer 11, follow these steps: 

  1. Open Internet Explorer 11
  2. Click the Settings icon (top right corner) and click Safety
  3. Click delete browsing history
  4. Check the Temporary Internet files and website files option
  5. Click delete
  6. A confirmation message should appear
  7. Restart Internet Explorer 11 

If you require additional assistance, please call our Customer Service Department to open a Remedy ticket.

(AUSTIN, Texas – July 9, 2020) Watch out, auto burglars and thieves! Texas communities are fighting back. At its board meeting today, the Motor Vehicle Crime Prevention Authority (MVCPA) awarded annual grants to help prevent and reduce statewide motor vehicle crime.

The grants support local law enforcement efforts to prevent Texans from experiencing over $1 billion in losses caused each year from motor vehicle crime.

These agencies collaborate regionally and with each other to establish evidence based, strategy driven and community focused solutions networks. They improve coordination, deploy equipment and provide clear messaging to community groups to end motor vehicle crime across Texas.

“With these grants, local communities can respond in a coordinated effort to solve statewide motor vehicle crime,” said Laredo Assistant Chief of Police Mike Rodriguez.

The taskforces recovered more than 11,000 vehicles in fiscal year 2019, made thousands of arrests and distributed materials and messages to their communities to help remind people to lock their cars. Based on state data, there are nearly 200,000 motor vehicle burglaries and more than 67,000 stolen vehicles every year.

The Motor Vehicle Crime Prevention Authority, a division of the Texas Department of Motor Vehicles, funds local law enforcement taskforces across the state every year. The funds come from a $4 fee that MVCPA collects from motor vehicle insurance companies. A large part of the fee collected also supports emergency rooms and trauma centers throughout Texas.

The Texas Legislature established MVCPA in 1991 to create a statewide effort to reduce auto theft. The Authority is comprised of governor-appointed members from insurers, law enforcement and the public along with a designee from the Texas Department of Public Safety.

TxDMV publishes rule proposals in the June 26, 2020, issue of the Texas Register

 

The Texas Department of Motor Vehicles (TxDMV) has proposed rules in the June 26, 2020, issue of the Texas Register. The proposed language is available on TxDMV’s website at https://www.txdmv.gov/general-counsel/proposed-and-adopted-rules.

The proposals are posted for public comment until 5:00 p.m. on July 27, 2020. Please submit separate comments for each proposal.

The proposals include:

 

  • new Chapter 211 concerning the review of criminal history offenses and their effect on licensing; amendments to §215.89 and repeal of §215.88 concerning to update licensing fitness rules under Occupations Code §2301.651 and Transportation Code §503.034, including the implementation of Senate Bill 604; amendments to §§221.15, 221.19, 221.111, and 221.112, and repeal of §221.113 and §221.114, concerning salvage vehicle dealer licenses;
  • amendments to §§215.150-215.158 concerning buyer’s temporary tags issued by a federal, state, or local governmental agency; and
  • amendments to §217.74 concerning access to the department’s webDEALER online system.

Temporary Waiver of Vehicle Title and Registration Requirements
Remains in Effect

(AUSTIN, Texas – July 3, 2020) Texans still get a break from certain vehicle title and registration requirements due to the COVID-19 pandemic. The temporary waiver announced by Governor Greg Abbott on March 16, 2020, remains in effect.

The Texas Department of Motor Vehicles (TxDMV) will provide a notification when normal services resume, allowing the public 60 days from then to conduct any overdue title and registration transactions.

The waiver covers the following services:

  • Initial vehicle registration.
  • Vehicle registration renewal.
  • Vehicle titling.
  • Renewal of permanent disabled parking placards.
  • 30-day temporary permits.

Texans with overdue transactions are encouraged to renew their registration online at www.TxDMV.gov and www.Texas.gov, or by mail. 

Most in-person vehicle title and registration services are handled by county tax offices. For the status of county tax offices, Texans should visit www.TxDMV.gov/covid-19 or contact their county tax office directly.

The following transactions are available in-person by appointment only at TxDMV regional service centers:

  • Replacement titles.
  • Bonded title notices of determination.
  • Title histories.
  • Temporary permits.
  • Assigned/reassigned numbers.
  • Registration refund authorizations.
  • Investigation and resolution of Texas title errors.

The Texas Department of Motor Vehicles does not issue driver licenses or state ID cards. Texans should contact the Texas Department of Public Safety (DPS) for these services.

Updated Reports for Impacted County Closure Transactions

Please review and distribute as appropriate.

This is a follow-up to the communication sent on June 19, 2020, regarding issues identified with county closure transactions.

The COGNOS Funds Remittance Report is being updated tonight to reflect the correct summary remittance amount.  It will be available by the start of business tomorrow morning.  If your county is on the attached list of impacted counties, please rerun the COGNOS Funds Remittance Report for the impacted week, and remit based on the revised report.  In addition, separate reports will be sent tonight to the Regional Service Centers of impacted counties that identify any over/under remittances to the department.  These reports are being made available for audit purposes.  Your Regional Service Center will contact you with the reports.

Work is ongoing to address the fee details not displaying correctly on the COGNOS Funds Remittance Report with an anticipated completion by the end of July.
