Vehicle title and registration services: Most vehicle title and registration services are provided by your county tax office. County tax office hours may vary. Registration renewal is available online at www.TxDMV.gov.

Oversize/Overweight permits: Motor Carrier Oversize/Overweight permits can be ordered online through the Texas Permitting and Routing Optimization System (TxPROS) at www.TxDMV.gov.

The Texas Department of Motor Vehicles Support Staff continue to work on the webDEALER issue which some dealers are experiencing when attempting to submit and process a title transaction.

At this time, we would like to provide some additional information based on our observations in working through the issue. The issue is limited in scope and only impacts a specific subset of titles. Only some dealers are experiencing the issue. We are continuing to engage our external vendors as Support Staff work toward resolving the issue.

Should you experience the issue, i.e. you receive Error Code 5721 when processing a title transaction for a 2021 vehicle in webDEALER, please contact us at 1-877-933-2020, option 2.

The webDEALER system is currently experiencing issues when creating new users, searching for exiting users, and adding existing users to locations/dealers. Support staff are working to identify and resolve the issue. We apologize for the inconvenience and any impact on you or your customers.

As a reminder, if you are unable to print buyer’s tags, you should use your pre-printed Internet Down tags. Every dealer is allowed a minimum of 30 Internet Down tags. Please remember that after using an Internet Down tag, you must enter the information for that tag into webDEALER as soon as the system is accessible.  Doing this, will ensure you always have the full allocation of unused Internet Down tags available when you need them. Internet Down tags are valid for one year from the date they are printed.

New eLearning Platform for Registration and Title System (RTS) Training on the Horizon

The Vehicle Titles and Registration Division (VTR) is excited to announce the transition to a new eLearning platform called TalentLMS in July 2021.  The current platform, Articulate Online, will be discontinued by the vendor later this year, so VTR is migrating all content and accounts to TalentLMS.  TalentLMS was chosen after extensive research and testing, with the goal to provide a quality product that meets user needs for required training and is mobile friendly.

There will be no changes to the course content or required training.  This change will primarily affect the look and feel of the user experience.  To familiarize stakeholders with the new platform, VTR will create a training module for learners and will also host a webinar for reporting administrators, both of which will be available closer to the July transition date.

The process to request eLearning accounts will not change.  County tax assessor-collectors should continue to submit requests for account additions and deletions using the current eLearning User Account Form. 

Frequently Asked Questions

Q. Why are you changing from Articulate Online to TalentLMS?
A. Articulate Online is approaching end-of-life and will no longer be available.

Q. What are the key dates related to this transition?
A. Late June, early July: TalentLMS training module available in Articulate Online, and webinar offered for reporting administrators
July 2:        Communication reminder of upcoming account freeze
July 5-9:     Freeze on eLearning account requests (no account requests will be processed)
July 9:        TalentLMS Go-Live – Counties will receive new TalentLMS login information
July 12:      New accounts added July 12 and later will only have access to TalentLMS
July 30:      Last day for counties to export user training activity from Articulate Online

Q. What if I began training in Articulate, but I am not finished by July 9?
A. You will have until July 30 to complete your training in Articulate and export training activity.  Completed modules should be reported for verification in RTS before July 30.

Q. Will training history from Articulate Online be transferred to TalentLMS?
A. No, we are not able to transfer training histories; however, counties will have until July 30 to export training activity from Articulate Online.

Q. How do I learn how to use TalentLMS as a learner or reporting administrator?
A. Training will be made available prior to the transition.

License Plates with Enhanced Security Features in Production

Texas license plates are now being produced with a new type of high definition (HD) sheeting to provide increased reflectivity and visibility.  The Texas Department of Motor Vehicles (TxDMV) website will be updated with an example of the new plate image.

The HD sheeting will be more visible at night, which will benefit law enforcement and motorists.  In addition to increased reflectivity, the sheeting is expected to produce better quality graphics since it was designed for use with the all-digital manufacturing process implemented for all Texas license plates in 2009.

Additionally, the HD sheeting incorporates slight changes to the security features:

  • The vertical security threads contain a new dotted pattern
  • The round circular patterns in the center area contain the TxDMV star logo
  • There is a new security feature running vertically near the right edge of the plate with a repeating “1T” pattern

License plates manufactured with the new sheeting will gradually make their way onto Texas roadways as production that uses the sheeting has just begun.

The Texas Department of Motor Vehicles (TxDMV) has received reports of potential phishing activity involving the webDEALER/eTAG system(s) using emails that appear to be from TxDMV.

Be advised that TxDMV will NOT ask you:

  • To click a link in an email to access TxDMV systems.
  • For your social security number or other sensitive, personal information by email if you have not initiated an outreach to us.

Always access your accounts with us through the TxDMV website. Never click on a link in an email you are not expecting that looks like it came from TxDMV. Many phishing scams can look legitimate, which is why TxDMV will not send out a general email asking for information from you with an embedded link.

Huntsville Lockdown – April 14th

As of today, April 14, 2021, the TxDMV Huntsville warehouse is still under lock-down status. Over the last few days, TDCJ has provided a small crew of inmates to process orders received from TxDMV-Allocations. Orders for the Counties and
Regional Service Centers are running 1 to 2 days behind normal. Special Plates are being processed with a 1 to 2-day delay as well. I anticipate the lock-down ending early next week. More information will be provided when it becomes available.

webDEALER Programming for End of Waiver Period Due to COVID-19

Governor Greg Abbott waived the time in which to apply for a vehicle title and the associated delinquent transfer penalty on March 16, 2020.  As a result, the delinquent transfer penalty does not apply during the waiver period.  Additionally, the Comptroller of Public Accounts (CPA) provided an extension for when motor vehicle sales tax is due and subsequently when the delinquent sales tax penalty may be assessed for a title transaction.

The temporary waiver period covers March 16, 2020, through April 14, 2021 (395 days). Compliance with all registration and titling requirements is required on April 15, 2021.  Title applications submitted through webDEALER after April 14, 2021, will be assessed the delinquent transfer penalty based on the date of sale, and webDEALER will automatically exclude the waiver period from calculation of the penalty.

Programming to allow modification of the delinquent sales tax penalty will remain available to ensure title applications eligible for the motor vehicle sales tax extension are assessed the penalty appropriately.  The CPA should be consulted regarding questions on assessing the delinquent sales tax penalty.  For additional information on the end date of the extension for motor vehicle sales tax, please visit the CPA website at https://comptroller.texas.gov/taxes/motor-vehicle/sales-use.php

End of Waiver to Extend Acceptance Timeframe of the Law Enforcement Identification Number Inspection (Form VTR-68-A) due to COVID-19
