TxDMV Advisory Committees

The Texas Department of Motor Vehicles (TxDMV) is looking for individuals interested in serving as members on one of its five new advisory committees that may be created. Advisory committees provide recommendations to the board and executive director on rules and policy issues related to TxDMV.

The new advisory committees that TxDMV may create include:

  1. Consumer Protection – may advise on investigation and enforcement topics, including vehicle titles and registration fraud; lemon law; the warranty performance program; and other consumer protection topics.
  2. Customer Service – may advise on topics related to improving and enhancing department customer service, including infrastructure; new customer service initiatives; policy and process improvements; and technology.
  3. Motor Carrier Regulation – may advise on topics related to regulation of the motor carrier industry. 
  4. Motor Vehicle Industry  may advise on topics related to regulation of the motor vehicle industry. 
  5. Vehicle Titles & Registration – may advise on topics related to vehicle titles and registration.

Anyone wishing to apply for an advisory committee may complete the Application.

TxDMV recognizes seven Texas counties for outstanding performance

(AUSTIN, Texas – July 17, 2019) What do Michael Phelps, Carl Lewis and the 1980 U.S. Olympic hockey team have in common with Williamson and Bee counties? The gold!

Seven Texas counties earned Performance Quality Recognition Program awards from the Texas Department of Motor Vehicles (TxDMV). The awards recognize exemplary customer service and going above and beyond in providing vehicle title and registration services.

“Texans expect and deserve exceptional and efficient customer service,” said TxDMV Executive Director Whitney Brewster. “This well-earned achievement is something counties and their residents should be proud of.”

The program recognizes tax assessor-collectors at three levels – gold, silver and bronze – for outstanding performance and efficiency in processing title and registration transactions.

 Gold recognition: 

  • Bee County – Linda G. Bridge, Tax Assessor-Collector
  • Williamson County – Larry Gaddes, Tax Assessor-Collector

 Silver recognition: 

  • Galveston County – Cheryl E. Johnson, Tax Assessor-Collector
  • Grimes County – Mary Ann Waters, Tax Assessor-Collector

Bronze recognition:

The Performance Quality Recognition Program is a voluntary program available for all Texas counties to apply.

eTITLE Training for Tax Assessor-Collectors and Staff

The Texas Department of Motor Vehicles (TxDMV) started user acceptance testing on June 17 in preparation for the upcoming eTITLE launch.  eTITLE is a new feature in webDEALER that facilitates the secure electronic transfer of titles between dealers in the wholesale market, making the title transfer process faster and easier than ever before.  With eTITLE, electronic titles can also be released directly to webDEALER by a lienholder participating in the Electronic Lien and Title (ELT) program.

What You Need to Know Now

  • eTITLE transactions will be completed between dealers without the need for physical title documents to be completed and change hands.
  • ELT participants can release titles electronically to webDEALER eliminating issuance of a paper title when a vehicle is traded in.
  • A new electronic title history will be available for review within webDEALER.
  • Applications submitted to your office will contain the new ownership evidence type of Texas eTitle.
  • eTITLE will introduce a new remark, the webDEALER indicator, which can act as a hard stop indicating that the owner has sold a vehicle to a participating dealership. The general distinguishing number of the dealer who has possession of the vehicle will display in the remarks section along with the date of transfer to the dealer.

Repeal of Photographic Traffic Signal Enforcement Systems

House Bill 1631, which prohibits the use of photographic traffic signal enforcement systems in Texas, was approved by the 86th Texas Legislature. The bill was effective as of June 2, 2019, when it was signed into law by the governor.

As a result, scofflaw remarks that have been identified as “red light camera” related have been removed from motor vehicle records.

Please be aware that you may continue to see a red light camera remark since registration renewal notices are printed approximately three months in advance. However, this is a reminder not to deny registration or renewal based solely on a red light camera remark.

House Bill (HB) 1548 – Off-Highway Vehicles

Please review and distribute as appropriate.

HB 1548 enacted by the 86th Legislature provides for the titling and operation of certain off-highway vehicles. The bill was effective June 14, 2019, and requires utility vehicles (UTVs) to be titled and provides limited on-road operation of certain off-highway vehicles if authorized by counties or municipalities and issued a license plate. Off-highway vehicles are defined as UTVs, recreational off-highway vehicles, and all-terrain vehicles.

HB 1548 requires the department to adopt administrative rules for the issuance of a license plate for off-highway vehicles and the associated fee. Programming of the department’s automated systems and the design of a new license plate will also be required.

The department is developing administrative rules and identifying programming changes needed to implement the bill. Until these implementation tasks are accomplished, counties will be unable to title UTVs, and license plates will not be available for issuance to off-highway vehicles.
