April 2024 Motor Vehicle Title Manual Updates

Please review and distribute as appropriate.

The latest update to the Motor Vehicle Title Manual (attached) is now available via Registration and Title System (RTS) workstations and at www.txdmv.gov.

We welcome your feedback and encourage you to email any comments or suggestions to VTR_Title_Reg-Manual-Update@txdmv.gov (please note the underscores between VTR and Title and between Title and Reg). This mailbox is not monitored for questions and is only intended for feedback, comments, and suggestions.

Updates for this release are marked with red change bars in the text.

Chapter 5 – Certificate of Title Requirements
Section 5.4, “Motor Vehicle Title Required,” was updated to remove mini trucks from the list of vehicles not eligible for Texas title as a result of Registration and Title Bulletin #001-24.

Chapter 6 – Application and Issuance of Motor Vehicle Title
Section 6.1, “Application for Texas Title and/or Registration (Form 130-U),” was updated to clarify the seller of a vehicle is not required to sign the Form 130-U if they do not hold a Texas dealer license.

Section 6.4, “Title Only,” was updated to clarify title only transactions reflect “TONLY##” as the plate number and the registration class as “Title Only (No Regis)” to identify these transactions in department systems.

Chapter 14 – Vehicle Types
Section 14.11, “Golf Carts and Other Miniature Type Vehicles,” was renamed to “Golf Carts,” and information related to mini trucks was removed. Section 14.12, “Mini Vehicles,” was created to include the title and registration requirements for mini vehicles effective April 4, 2024, as outlined in Registration and Title Bulletin #001-24.

Chapter 15 – Odometers
Section 15.1, “Odometer Disclosure Statement,” was updated to clarify the same person may not sign an odometer disclosure statement as the buyer and seller unless the statement on the title is signed by use of a Power of Attorney for Transfer of Ownership to a Motor Vehicle (Form VTR-271-A).

troubleshoot the issue.  There is no estimated time of resolution at this time. However, we
will provide another update at 2:00 pm or sooner if the issue is resolved. 

As a reminder, if you are unable to print buyer’s tags, you should use your pre-printed Internet
Down tags. Every dealer is allowed a minimum of 30 Internet Down tags. Please remember that
after using an Internet Down tag, you must enter the information for that tag into webDealer
as soon as the system is accessible.  Doing this, will ensure you always have the full allocation of
unused Internet Down tags available when you need them. Internet Down tags are valid for one
year from the date they are printed.

It has been determined that the webDealer issue is due a larger outage occurring with
the TxDMV outside vendor Data Center Services (DCS) which is affecting multiple agencies. 

DCS is actively working to resolve the issue. 

An update will be sent once the issue has been resolved.

As a reminder, if you are unable to print buyer’s tags, you should use your pre-printed Internet
Down tags. Every dealer is allowed a minimum of 30 Internet Down tags. Please remember that
after using an Internet Down tag, you must enter the information for that tag into webDealer
as soon as the system is accessible.  Doing this, will ensure you always have the full allocation of
unused Internet Down tags available when you need them. Internet Down tags are valid for one
year from the date they are printed.

TxDMV publishes a rule proposal in the April 26, 2024, issue of the Texas Register.

The Texas Department of Motor Vehicles (TxDMV) adopts rules in the April 26, 2024, issue of the Texas Register. The adopted rules are available on TxDMV’s website at https://www.txdmv.gov/general-counsel/proposed-and-adopted-rules.

The adoptions include:

  • revisions to 43 Texas Administrative Code (TAC) Chapter 206, concerning cleanup;
  • revisions to 43 TAC Chapter 215, concerning SB 422, fingerprinting, legislative implementation, and cleanup;
  • revisions to 43 TAC Chapter 221, concerning SB 422, fingerprinting, and cleanup;
  • revisions to 43 TAC §217.56, concerning cleanup;
  • revisions to 43 TAC §217.63, concerning digital license plates;
  • revisions to 43 TAC Chapter 218, concerning HB 2190 and cleanup;
  • revisions to 43 TAC Chapter 219, concerning cleanup; and
  • new 43 TAC Chapter 224, concerning adjudicative practice and procedures, including contested cases.

The Motor Vehicle Crime Prevention Authority (MVCPA) proposes a rule in the April 19, 2024, issue of the Texas Register. A summary of the proposed rule and the proposed language is available on MVCPA’s website Proposed and Adopted Rules 2024 | TxDMV.gov

The proposal includes:

Resolved: RTS Performance Issues and Transactions (03/28/2024 @ 4:58 PM)

Good afternoon,


The RTS performance issues where some users could not log in has been resolved. 

Support staff has implemented a series of “unlocks” to address the RTS user log in issues.

If you are a RTS user that did not experience a login issue and/or did not experience any
lock out on your account, we still ask that you kindly log out of RTS, then log in again in order
to synchronize with RTS “unlock” commands so as to reestablish assured connectivity.

How to handle transactions after RTS unlocks

Scenario #1: You have completed the transaction but can’t print the transaction receipt.

        ○ Attempt to re-print the receipt
        ○ If unable to re-print, void the transaction and re-process the transaction
                    •  You will need to run a transaction reconciliation report to obtain the trans ID#,
                        in order to void, should you not have the trans ID# already

Scenario #2: You did not complete the transaction, and when you try to complete it,
                       the system tells you that the transaction is still i
n-process.

       ○ Access the pending transaction from your set asides
       ○ This should allow you to access the transaction to complete processing

Scenario #3: You did not complete the transaction, and it’s not in set aside.

       ○ Run the transaction reconciliation report to verify those transactions
            which are not completed
       ○ Redo transaction if the transaction was not completed.
