Dealer License Plate Transfer Form

Please review and distribute as appropriate.

Customers may request to transfer their current Texas license plates to a newly purchased vehicle, particularly in a trade in situation, as allowed by state law. You may use the attached form to assist with the plate transfer when requested from a customer at the time of sale. General issue plates may be transferred from passenger car to passenger car if the vehicle has a gross vehicle weight (GVW) of 6,000 lbs. or less, and may be transferred from truck to truck if the vehicle has a GVW of 10,000 lbs. or less.

Most specialty license plates are also eligible for transfer; however, certain specialty plates issued by the department are prohibited from transfer due to eligibility requirements that must be met. The attached License Plate Transfer Form (Form VTR-904) may be used any time your customer requests a transfer of their license plates and the transfer is allowed by law:

All license plates must be in good condition with a readable plate number to be transferred. The customer must have a set of plates (two plates with the same plate number) to transfer unless the vehicle is a trailer, travel trailer, motorcycle, or moped.

Customers with specialty plates not eligible for transfer may apply for new plates at their local county tax assessor-collector’s office if they want to maintain the same type of specialty plate on their newly purchased vehicle.

When you use Form VTR-904, please include it with the completed Application for Texas Title and/or Registration (Form 130-U) submitted to the county, but do not physically attach it to the Form 130-U. The county will use completed transfer forms only for information purposes to assist with registration. For dealers that use webDEALER for electronic filing, do not scan or upload the Form VTR-904 into webDEALER.

As a reminder, if you are unable to print buyer’s tags, you should use your pre-printed Internet Down buyer’s tags.   As you know, every dealer is now allowed a minimum of 30 Internet Down tags.  If you have less than 30 printed, print your full allocation now so you are prepared when the eTags system is unavailable.  Please remember that after using an Internet Down tag, you must enter the information for that tag into eTags as soon as the system is accessible.  Doing this, will ensure you always have the full allocation of unused Internet Down tags available when you need them. Also remember that unused Internet Down tags are valid for one year from the date they are printed.

October 2018 Registration Manual Update

The latest update to the Motor Vehicle Registration Manual (attached) is now available via Registration and Title System (RTS) workstations and at www.txdmv.gov.

We welcome your feedback and encourage you to email any comments or suggestions to VTR_Title_Reg-Manual-Update@txdmv.gov (please note the underscores between VTR and Title and Title and Reg).

Updates for this release are marked with red change bars in the text.

Changes have been made throughout the manual to reflect updated form names that resulted from our review of all registration forms.

Chapter 6 – Exempt License Plates
Section 6.2, “Application for Standard Exempt License Plates,” was updated due to a revision of the Application for Standard Exempt License Plates (Form VTR-62-A) which now allows for the entry of six vehicles on the form versus ten on the previous form.

Section 6.2 and Section 20.9, “Foreign Organization Vehicles,” were updated to remove the reference to the Lease Agreement Affidavit (Form VTR-62-L), which was obsoleted by including a statement on Form VTR-62-A to attach a copy of the lease agreement.

In addition, Section 6.2 was updated to remove the “Driver Education” subsection. This subsection detailed the ability for vehicles loaned to a school district to apply for Exempt License Plates. The department does not have statutory authority to issue Exempt License Plates to vehicles on loan to a school district. These vehicles would be required to obtain general issue license plates.

Chapter 16 – Temporary Permits
Section 16.2, “One-Trip (single trip) or 30-Day Trip Permits,” was updated to include a new section that informs county tax assessor-collector offices and regional service centers they should question customers who request more than three 30-Day Permits. Based on customer circumstances, additional permits may be denied if there is reason to believe the customer is avoiding title and registration requirements.

Chapter 4 – Definitions
Section 4.2, “Remarks/Brands,” was updated to list the location and description of the beneficiary remark.

Chapter 5 – Certificate of Title Requirements
Section 5.7, “Issuance of Title to Government Agency,” was updated to clarify exempt agencies are not required to pay the title application fee in accordance with Transportation Code, Chapter 501.

Chapter 8 – Refusal/Denial of Title
Section 8.3, “Bonded Title,” was updated to specify a licensed motor vehicle dealer is only eligible to complete an appraisal for the categories of motor vehicles the dealer is licensed to sell, and a Texas licensed insurance adjuster may appraise any type of motor vehicle in accordance with existing Texas Administrative Rule.

An issue has been reported with the connection between TxDMV Headquarters and the State Data Center.  TxDMV offices may experience delays in providing customer service.  Support Staff at the State Data Center are working to identify and resolve the issue.  An update will be sent by 04:00 PM Central Time today, Monday, October 08, 2018 or as more information becomes available.

Registration Sticker Paper Shipments Not Available on Wednesday, October 3 or Thursday, October 4

The Texas Department of Motor Vehicles receives its Registration Sticker paper from Taylor Communications. Taylor Communications will be relocating their inventory of this TxDMV product on Wednesday, October 3 and Thursday, October 4. Shipments of Registration Sticker paper will be suspended these two days. You may still place orders per the established process, with shipping to resume on October 5. Please advise your Regional Service Center if you are in critical need of Registration Sticker paper. We apologize for any inconvenience this may cause your office.

webDEALER Milestones

Happy anniversary to webDEALER! The web-based application for submitting electronic title applications to county tax assessor-collector offices turned five this month.

In September 2013, The Texas Department of Motor Vehicles (TxDMV) launched the webDEALER pilot, followed by a statewide release in May 2014. Since then, the award-winning webDEALER suite has grown to include webSALVAGE and eTAG. Each application streamlines operations for dealers, counties, salvage pool operators, and insurance companies.

In 2019, TxDMV will add eTITLE and webLIEN to the suite. eTITLE facilitates electronic dealer-to-dealer reassignments. webLIEN offers lienholders an alternative to the current Electronic Lien and Title program. Lienholders will also be able to submit title applications electronically to county tax offices and make payments electronically. Both applications continue the move towards a paperless system.

webDEALER also hit another milestone this month. The five-millionth webDEALER transaction was approved on September 25, 2018, by Dallas County for EAN Holdings, LLC (Enterprise Rent-A-Car). We hope you are as encouraged and excited about webDEALER’s growth and continued success as we are.

Please remember that after using an Internet Down tag, you must enter the information for that tag into eTAG as soon as the system is accessible. Doing this will ensure you always have the full allocation of unused Internet Down tags available when you need them. Also remember that unused Internet Down tags are valid for one year from the date they are printed.
