An issue has been reported with the webDEALER system where the watermark is not printing on the duplicate title receipt. 

Support staff are working to resolve the watermark issue. However, the watermark issue does not impact a county’s ability to approve a transaction, or the viability of the application.

The webDEALER issue where some users were unable to reset their password in the self-service portal has been resolved. Users will need to close and restart their browsers prior to attempting to logging in again.

Please remember that after using an Internet Down tag, you must enter the information for that tag into eTags as soon as the system is accessible.  Doing this, will ensure you always have the full allocation of unused Internet Down tags available when you need them.  The tags are valid for one year from the date they are printed.

Starting at 6:00 PM Saturday (08/17/2019) through 10:00 AM CST Sunday (08/18/2019):

  • webDEALER/eTAG

As a reminder, if you are unable to print buyer’s tags, you should use your pre-printed Internet Down buyer’s tags.  As you know, every dealer is now allowed a minimum of 30 Internet Down tags. If you have less than 30 printed, print your full allocation now so you are prepared when the eTags system is unavailable.  Please remember that after using an Internet Down tag, you must enter the information for that tag into eTags as soon as the system is accessible.  Doing this, will ensure you always have the full allocation of unused Internet Down tags available when you need them. Also remember that unused Internet Down tags are valid for one year from the date they are printed.

 

Note: A reply to all will be sent when the maintenance is complete. Please contact the TxDMV Customer Service department if you experience system issues after the maintenance has been completed.

eTITLE Release Date and Additional eTITLE Training for Dealers

A new ELT release type will be added with this release, and lienholders have been made aware of this functionality. Dealers will now have the option to request a lienholder send a paper title or electronic title when paying off a trade-in vehicle. When requesting a lienholder send a title electronically to your dealership, ensure you provide the lienholder your general distinguishing number and webDEALER Dealer ID, located in the Account Details section of webDEALER.

eTITLE: Electronic Transfer of Titles is Coming Soon

We are excited to announce the addition of eTITLE to webDEALER. eTITLE will go live August 19, 2019. This new feature facilitates the secure electronic transfer of titles between dealers in the wholesale market. With eTITLE, electronic titles can also be released electronically directly to a dealer by a lienholder participating in the Electronic Lien and Title (ELT) Program. A new ELT release type will be added, eliminating the requirement for a paper title to be mailed to a dealer when a vehicle is traded in and the lien has been paid off.

To use the new ELT release type, you will need to include the dealer’s general distinguishing number and webDEALER Dealer ID when requesting your lien be released and specifying where the title will be sent. The dealer will provide this information when requesting the title be sent to the dealer electronically. The department has provided this information to ELT vendors and has also conducted testing with them.

July 2019 Motor Vehicle Registration Manual Update

The latest update to the Motor Vehicle Registration Manual (attached) is now available via Registration and Title System (RTS) workstations and at www.txdmv.gov.

We welcome your feedback and encourage you to email any comments or suggestions to VTR_Title_Reg-Manual-Update@txdmv.gov (please note the underscores between VTR and Title and Title and Reg).

Updates for this release are marked with red change bars in the text.

Chapter 4 – Driver’s Privacy Protection Act
Section 4.12, and 4.13 “Federal DPPA and Texas MVRDA,” and “In Summary,” were updated to clarify that a law enforcement officer must provide identification when requesting motor vehicle information. A law enforcement officer may no longer verbally provide a badge number and the issuing jurisdiction in lieu of providing current identification when submitting a request for motor vehicle information.

Section 4.16 “In Summary,” was updated to specify that counties should document the identification type, issuing entity, and number in the absence of a Form VTR-275 when a law enforcement officer submits a request for motor vehicle information.

Chapter 14 – Application for Registration
Section 14.11, “Refusal to Register Vehicles (Scofflaws),” was updated to remove the statutory reference for red light camera violations. The statute was repealed by House Bill 1631 of the 86th Legislative Session, and went into effect on June 2, 2019.

Chapter 17 – Transfer of Registration when Applying for Title
Section 17.5, “Plate to Owner Transactions,” was updated to specify licensed dealers are required to remove general issue license plates and registration stickers from passenger cars that are 6,000 lbs. or less and light trucks 10,000 lbs. or less sold, traded, or transferred to the dealer. A dealer will be charged a replacement fee if they remove license plates from vehicles other than passenger cars and light trucks.

Additional eTITLE Training for Tax Assessor-Collectors and Staff

The Texas Department of Motor Vehicles (TxDMV) continues user acceptance testing in preparation for the upcoming eTITLE launch. eTITLE is a new feature in webDEALER that facilitates the secure electronic transfer of titles between dealers in the wholesale market, making the title transfer process faster and easier than ever before. With eTITLE, electronic titles can also be released directly to webDEALER by a lienholder participating in the Electronic Lien and Title (ELT) program.

What You Need to Know Now

  • eTITLE transactions will be completed between dealers without the need for physical title documents to be completed and change hands.
  • ELT participants can release titles electronically to webDEALER eliminating issuance of a paper title when a vehicle is traded in.
  • A new electronic title history will be available for review within webDEALER.
  • Applications submitted to your office will contain the new ownership evidence type of Texas eTitle.
  • eTITLE will introduce a new remark, the webDEALER indicator, which can act as a hard stop indicating that the owner has sold a vehicle to a participating dealership. The general distinguishing number of the dealer who has possession of the vehicle will display in the remarks section along with the date of transfer to the dealer.
