webDEALER Programming Changes for Delinquent Transfer Penalty Waiver

Governor Greg Abbott waived the time in which to apply for title and the associated delinquent transfer penalty beginning March 16, 2020, until 60 days after the Texas Department of Motor Vehicles (TxDMV) provides notice normal titling services have resumed.  As a result, the delinquent transfer penalty does not apply to title applications submitted during the waiver period. 

To accommodate waiving the delinquent transfer penalty in webDEALER, programming changes have been made and are scheduled for deployment over the weekend of May 2, 2020.  webDEALER users will be able to recalculate fees for any transaction subject to the waiver and previously assessed the delinquent transfer penalty.  Title applications previously created will be required to recalculate the fees if they have not already been submitted to ensure the delinquent transfer penalty is not assessed.  The Title Preview page in the Computed Fees section will display the message “Please edit and save fees to enable Submit,” as shown below, to indicate when the fees must be recalculated. 

If the transaction is submitted during the waiver period, webDEALER will not apply the delinquent transfer penalty.  If the transaction is submitted after the waiver period has ended, webDEALER will determine when to apply the delinquent transfer penalty to the transaction.

Transactions in the “In-Progress” status that display the message below will be required to recalculate the fees before submitting.  There are no changes to fee recalculation for transactions in the “Returned” status that have been returned from the county tax office.
