of Saturday, August 20, 2022, starting at 8:00 PM lasting up to 10:00 AM on Sunday,
August 21, 2022.  Your office has been identified as having some workstations subject
to this maintenance.

Once the scheduled maintenance begins, identified workstations in your office will be
remotely scanned by Austin HQ over the course of the weekend.  Those workstations
may/may not receive updates from Austin HQ depending on current update status on
the workstation.

We ask that you leave your workstations powered on over the weekend so that Austin HQ
can determine whether certain workstations in your office may/may not require updates.

as a result of a web server upgrade this past weekend.

This issue only impacts those customers who utilize the webDealer TitleServices

Initial Notification: MCCS Complaint Entry Issue (08/03/2022 08:10 AM)

Good morning,

Users have reported that the Motor Carrier Credentialing System (MCCS) Complaint
Entry process is currently experiencing issues as follows: 

Users can’t complete the complaint entry process in the external Complaint Entry
System.  Upon entering all complaint information, the system may appear to lag,
eventually displaying the following error message to the user: “500  – Internal
Server Error
“.     

While it appears that the complaint is actually accepted into the system, the user
does not receive a confirmation message.  For this reason, some users try to enter
the complaint again, do not receive a confirmation message, resulting in multiple
instances of the same complaint being logged in the Complaint Entry System.  

TxDMV Support Staff are working to resolve the issue.  

We will send an update once the MCCS Complaint Entry issue has been resolved.

July 2022 Motor Vehicle Registration Manual Update

Please review and distribute as appropriate.

The latest update to the Motor Vehicle Registration Manual (attached) is now available via Registration and Title System (RTS) workstations and at www.txdmv.gov.

The department welcomes your feedback and encourages you to email any comments or suggestions to VTR_Title_Reg-Manual-Update@txdmv.gov (please note the underscores between VTR and Title and between Title and Reg).

Updates for this release are marked with red change bars in the text.

Chapter 10 – General Provisions
Section 10.13, “Digital License Plates,” has been added to coincide with the rollout of the Digital License Plate (DLP) program.  Relevant statutes and information on eligibility, display, and obtaining a DLP are provided.

Chapter 16 – Temporary Permits
Section 16.1, “Temporary 72-Hour or 144-Hour Permits,” has been updated to add the requirement of a USDOT number for 72-Hour and 144-Hour Permit applications.  Additionally, language throughout the section has been refined and organized into subheaders.

Section 16.2, “One-Trip (single trip) or 30-Day Trip Permits,” has been updated to add information on application requirements for 30-Day Permits, including the new Application for Timed Temporary Permits (Form VTR-66).  Additionally, language throughout the section has been refined and organized into subheaders.

Section 16.4, “Vehicle Transit Permit – Private Party Sale,” has been updated to add basic information on Vehicle Transit Permits.  Additionally, language throughout the section has been refined and organized into subheaders.

Chapter 17 – Transfer of Registration When Applying For Title
Section 17.5 – “Plate to Owner Transactions,” has been updated to note that the New Plates Desired check box in the Title Application event in the Registration and Title System should be selected when a customer indicates that the vehicle’s previous owner retained their license plates.

Resolved: RTS/Cognos Reporting Issues (07/26/2022 @ 09:25 AM)

Good morning,

Last week, Cognos users reported they were experiencing issues when requesting 
reports, despite refreshing the report request or starting a new reporting session. 
Some users were able to generate reports, but only after several attempts.  Users
also reported a “Can’t display page” error message while trying to run reports and/or
while trying to return to the Home Page on the Cognos portal.  Support Staff provided
a workaround to help alleviate some of the issues experienced by Cognos users.

We are happy to report that Cognos reporting issues have now been fully resolved. 

Cognos reporting functionality has been restored.  Users should no longer experience 
any issues when requesting reports.

The Texas Department of Motor Vehicles (TxDMV) published a rule proposal in the July 22, 2022, issue of the Texas Register. The proposal addresses §§217.122-217.133 concerning the disclosure of personal information from the department’s motor vehicle records. The proposed language is available on TxDMV’s website at https://www.txdmv.gov/general-counsel/proposed-and-adopted-rules.

The proposal is posted for public comment until 5:00 p.m. on August 22, 2022.

Over the weekend of July 23, 2022, the Texas Department of Motor Vehicles (TxDMV) will update the webDealer System with Release 13.0.0 which contains the content summarized below.

•  Ability to Designate a Title Application as Apportioned

•  Validation of Lienholder Addresses

•  Limited System Availability
    (Business hours only, 6:00 AM CST until 11:59 PM CST. 
     Not available from 12:00 midnight CST to 6:00 AM CST.)

•  Increased Validation of VINs for Buyer Tags

•  Ability to Identify Franchise Dealers

•  Limited Character Entry on VIN Searches

•  Indicator Displays When Dealer/Converter Has Issued 90% Of Max Tags Allowed
