TxDMV publishes rule adoptions in the December 23, 2022, issue of the TEXAS REGISTER

The Texas Department of Motor Vehicles (TxDMV) published adopted rules in the December 23, 2022, issue of the Texas Register.

The adopted language is available on the Texas Department of Motor Vehicles website at https://www.txdmv.gov/general-counsel/proposed-and-adopted-rules

The adoptions include:

  • Amendments to §215.133 and §215.140 concerning licensing requirements for applicants for and holders of a dealer general distinguishing number (GDN) under Transportation Code Chapter 503; and
  • Amendments to §§217.54, 217.55, and 217.184 concerning the registration of vehicles as part of certain county fleets.

Texans can protect themselves from motor vehicle crimes

(AUSTIN, Texas – December 14, 2022) Don’t let the Grinch – or auto burglars and thieves – steal your joy this holiday season. The risk of having your car or valuables stolen increases while shopping and traveling during the holidays. The Motor Vehicle Crime Prevention Authority (MVCPA) reminds Texans: “If You Like It – Lock It.”

Texans can adopt simple habits to protect themselves from the threat of motor vehicle crime:

  • Lock your vehicle and take your keys.
  • Never leave your vehicle running unattended, even if you will only be away for a moment.
  • Hide or remove valuables from your vehicle.
  • Contact law enforcement immediately if you see anything suspicious or if your car is stolen.

“By remaining vigilant, Texans can protect their vehicles and what’s inside,” said MVCPA Chairman and Laredo Assistant Chief of Police Mike Rodriguez. “Don’t let criminals disrupt your life and damage your vital sense of security in the community.”

Reminder: Deployment of Redesigned Texas Temporary Tags

Security and data enhancements will further reduce fraudulent tag use

(AUSTIN, Texas – December 9, 2022) Texans will start seeing new temporary tags on the road beginning today. The Texas Department of Motor Vehicles (TxDMV) is introducing a new look for tags that are issued by licensed Texas motor vehicle dealers. This action further supports ongoing efforts that have made a significant impact in preventing the fraudulent production of, access to, and use of temporary tags.

The new tags are more complex and secure than existing tags and include additional data and security features to facilitate law enforcement identification of counterfeit tags and increase the safety of traffic stops.

(Note: Certain security elements of the temporary tag depicted below have been modified so they cannot be digitally replicated.)

  • Texas flag watermark.
  • Enhanced depiction of tag expiration date, vehicle year and make, and name of issuing dealer.
  • Identification of the specific type of tag issued.

  • Active and passive security features identifiable by law enforcement.
  • Numerous pieces of embedded data and text, linked to law enforcement databases, that can be created only by internal TxDMV computer systems.

Redesigned Dealer and Converter Tags

Please review and distribute as appropriate.

The temporary tags issued by dealers and converters are being redesigned to provide new security features. The redesigned tags will assist with the validation of legitimate tags and be available on December 9, 2022, as part of an upcoming eTAG/webDEALER software release. Both the eTAG and webDEALER systems will be unavailable starting at 10 p.m. CST on December 8, 2022, for approximately four hours, in preparation for the release.

The redesign will affect dealer (including Buyer, Agent, and Vehicle Specific) and Converter Tags. The same vehicle information is on the tags including the tag type, model year and make (to include up to 15 characters instead of an abbreviation), vehicle identification number, dealer or converter name, and tag expiration date. However, the redesigned tags will provide additional information for law enforcement.

The redesign has a vertical stripe on the right-hand side that provides the date of sale or creation date, and four characters of a unique code for use by law enforcement. The date of sale/creation date is represented by the first six digits of the vertical stripe, starting with the number at the top.

The last four digits in the vertical stripe are the ending characters of a unique alpha numeric code generated when the tag is created in the eTAG system. The unique code will be stored in the motor vehicle database and shared via the Texas Law Enforcement Telecommunications System (TLETS) for tag verification by law enforcement.

A Quick Response (QR) code in the upper right corner replaces the barcode on the current tag. The QR code increases the amount of information available about the vehicle and dealer. A department-generated geometric emblem created specifically for the new tags is located at the bottom center and makes duplication more difficult. There is also a watermark of a billowing Texas flag in the background.

Law enforcement has been notified that both the current and new versions of the dealer and converter tags will be seen on vehicles for approximately two months after the redesign goes live on December 9, 2022.

Support staff are working on a hot fix for this issue.


Business Impact

•  The select all “Action” checkbox is not selecting receipts for printing.

Workaround

•   The user can select each checkbox per receipt to print all.

TxDMV Announces Upcoming Deployment of
Redesigned Temporary Tags

Enhanced security and data enhancements would further reduce fraudulent tag use

(AUSTIN, Texas – November 17, 2022) Texas temporary tags are getting a major design overhaul. The Texas Department of Motor Vehicles (TxDMV) is introducing a new look for tags that are issued by licensed Texas motor vehicle dealers. This is the next step in ongoing efforts that have made a significant difference in curtailing and preventing the fraudulent production of, access to, and use of temporary tags.

Continued collaboration with law enforcement identified the opportunity to further reduce fraud related to counterfeit tags. Counterfeit tags are produced by criminals using various tools outside TxDMV systems. The department has spent the last several months redesigning the look and embedded security features of official temporary tags.

“With the support of our law enforcement partners, The Texas Department of Motor Vehicles is setting a new standard for temporary tag security and design,” said TxDMV Executive Director Daniel Avitia.

Licensed dealers will begin issuing the redesigned temporary tags on December 9, 2022. The new tags are more complex and secure than existing tags and include additional data and security features to facilitate law enforcement identification of counterfeit tags and increase the safety of traffic stops. Prior Changes to Temporary Tags
Since the end of the 87th Legislative Session, TxDMV has taken action to prevent the improper use of temporary tags. Implementation of House Bill 3927 allowed the department to place limits on the number of tags licensed Texas dealers can create. The bill also provided TxDMV authority to immediately deny access to the temporary tag system when fraudulent activity is identified.

The department complimented these statutory changes with numerous operational enhancements, including:

  • Simplified coordination with law enforcement.
  • Expanded access to data by law enforcement.
  • Additional data validation prior to issuance of temporary tags and timed permits.
  • Additional automatic checks on vehicle identification numbers.
  • Enhanced licensing review standards.
  • Fingerprint-based criminal background checks on dealer license applicants.

Update Notification: webDealer login issues (11/16/2022 @ 4:50 PM)

Good afternoon,

We are aware that some users are having issues logging in to webDealer.  Support
staff has identified the issue and a fix is scheduled to be released after business
hours tomorrow, 11/17/2022.

An update will be sent once the login issue has been resolved.

We apologize for the inconvenience and any impact on you or your customers.

As a reminder, if you are unable to print buyer’s tags, you should use your pre-printed Internet
Down tags. Every dealer is allowed a minimum of 30 Internet Down tags. Please remember that
after using an Internet Down tag, you must enter the information for that tag into webDealer
as soon as the system is accessible.  Doing this, will ensure you always have the full allocation of
unused Internet Down tags available when you need them. Internet Down tags are valid for one
year from the date they are printed.

Update Notification: 72-Hour & 144-Hour Permits Issues (11/16/2022 @ 4:50 PM)

Good afternoon,

TxDMV has implemented the fix for 72hr/144hr Temporary Permits in RTS Point of
Sale (POS) on 11/15/2022 at 10:00 PM.  The fix for Online Temporary Permits will be  
implemented tonight, 11/16/2022, after business hours.

 

Resolved:


•  Temporary Permits at County Office (RTS Point of Sale)

 

Pending Fix (11/16/2022 @ 10:00 PM) / Workaround:

 

•  Pending Fix: Temporary Permits Online

•  Workaround: you can obtain a Temporary Permit at your County Office

 


An update will be sent once the issue is resolved.

TxDMV is aware of issues some users are experiencing processing 72hr/144hr Permits.  
Support staff have identified the issue and a fix is targeted for release tonight after hours, Tuesday,
11/15/2022. 

 

Business Impacts:


•  Temporary Permits at County Office (RTS Point of Sale)
•  Temporary Permits Online

 

Not Impacted/Workaround:

 

•  Temporary Permits Online (if vehicle has NEVER obtained a permit before)

 


An update will be sent once more information is available or the issue is resolved.
