Initial Notification: RTS Release 10.1 Issue: Placard Modification (6/21/2021 5:25 PM)

As a result of the RTS 10.1.0 Release during this past weekend, TxDMV Support Staff are aware of an issue where a modification to a Placard cannot be completed and generates a system error message.  In order to resolve the issue, TxDMV has scheduled a code migration for this evening.  We will send an update once the Placard modification issue has been resolved.

Over the weekend of June 19, 2021, the Texas Department of Motor Vehicles (TxDMV) will update the Registration and Titling System (RTS) with Release 10.1.0 that contains the content summarized below. 

Enhancements: 

RTS:

  • Add the ability for supervisors to authorize transactions with user ID and password
  • Remove Rebuilt Salvage Selections
  • Add the ability to revise RTS Special Plate records
  • Change the funds distribution for the $45 non-personalization portion for personalized dealer plates
  • New non-vendor specialty license plate: Houston Audubon (Protect Birds & Habitat)
  • Redesigned non-vendor specialty license plate: Texas Realtors
  • New vendor specialty license plate: Penn State
  • New vendor specialty license plate: Baylor Bears

Owner-Retained Programming Enhancement to webSALVAGE

The Texas Department of Motor Vehicles (TxDMV) is excited to announce a programming enhancement to webSALVAGE that allows owner-retained reports to be submitted electronically to the TxDMV.  The owner-retained enhancement will be available June 21, 2021, to users with access to webSALVAGE.

This enhancement allows electronic submission of owner-retained reports and facilitates electronic corrections and rescissions as well as the ability to print receipts.  As part of the enhancement, a user may specify whether the damaged major component part(s) can be repaired or should be replaced.  The attached webSALVAGE Owner-Retained Addendum provides further processing details and can also be found on our website at www.TxDMV.gov. 

The TxDMV encourages you to begin using the owner-retained enhancement in webSALVAGE immediately.  If you are not setup to use webSALVAGE, you can easily get started by going to the webSALVAGE login page at https://webdealer.txdmv.gov/title/salvageLogin.do, selecting the “Create New User” button, and following the prompts.  Once an account is created, additional users may follow the same steps.  The administrator can then add the new users to their account and grant permissions.

While most transactions can be submitted electronically, there may be scenarios where a paper form will need to be submitted to the TxDMV for processing.  webSALVAGE will inform the user when this is necessary.  To be consistent with the programming enhancement to capture whether the damaged major component part(s) can be repaired or should be replaced, the Owner Retained Report (Form VTR-436) and the Correction of Owner Retained Report (Form VTR-436-E) have been revised.  The latest June 2021 version of Form VTR-436 is available on our TxDMV website.  Previous versions remain valid for use; however, we encourage you to begin utilizing the latest version.  The latest June 2021 version of Form VTR-436-E can be obtained from the TxDMV.

Cyber alert: Watch out for suspicious email and text messages

(AUSTIN, Texas – June 17, 2021) Some Texans have received emails and texts claiming to come from the Texas Department of Motor Vehicles (TxDMV). These messages are not from TxDMV. They are sent by cybercriminals attempting to gain access to your private information or to deliver harmful files to your computer. Do not click any links provided in a suspicious email or text message.

We cannot stress enough that TxDMV will never reach out directly via email or text requesting any personal information.

  • Do not click on any links.
  • Do not reply.
  • Block the sender on your phone.
  • Delete the text message.

  • Hover over the link with your mouse to see if it points to a legitimate address.
  • Do not reply.

If an email or text message appearing to come from TxDMV seems out of the ordinary or too good to be true, please use good judgment. Contact TxDMV directly if any message seems suspicious.

Informational Alert: Customers Receiving Additional eMails & Texts posing as TxDMV

 

Good afternoon,

The Texas Department of Motor Vehicles (TxDMV) has become aware that some customers are experiencing instances of information requests (via email and/or text messaging) implying such requests came from TxDMV.  This is known as phishing (the fraudulent practice of sending emails appearing to be from a reputable source in order to induce individuals to reveal personal information).   A form of phishing, smishing is when someone tries to trick you into giving them your private information via a text or SMS message to your cell phone.  

To you, our valued TxDMV customer, we cannot stress enough that TxDMV will never reach out directly via email, or text, requesting any personal information from you.  If you receive such an email or text message purporting to be from TxDMV, please do not respond to it.  Trust your intuition.  If an email or text message appearing to come from TxDMV just seems odd, or out of the ordinary, please ignore it. 

For your peace of mind, it is best to contact TxDMV directly if any messaging seems suspicious.

RTB 001-21 Processing Corrected Titles Without the Surrender of Ownership Evidence

Registration and Title Bulletin (RTB) #001-21 provides guidance on processing a corrected title without the surrender of a Certified Copy of Texas Title (CCO) when the owner’s original title has been lost or destroyed.  To support this policy change, revisions were made to the Application for Texas Title and/or Registration (Form 130-U) to include a certification statement for vehicle owners.  The RTB #001-21 and revised Form 130-U are attached. 

The RTB #001-21 is the result of a fiscal year initiative for the Vehicle Titles and Registration Division that is effective June 21, 2021.  The initiative revises CCO issuance by facilitating batch printing of these titles through the department’s print vendor, eliminating the requirement for Regional Service Center (RSC) staff to mail documents to applicants.  To facilitate batch printing, the initiative includes the ability for RSC staff to remove liens when processing applications for CCOs.  The initiative and policy change increase efficiencies and provide a cost savings to vehicle owners.

During the maintenance window you may experience trouble logging into the system. 

As a reminder, if you are unable to print buyer’s tags, you should use your pre-printed Internet Down tags. Every dealer is allowed a minimum of 30 Internet Down tags.
