Update: RTS Printing Issues (05/21/2019 @ 4:30 PM CST)

Good afternoon,

Support staff continue to update all impacted workstations that were affected by the Adobe software update. Impacted workstations will experience issues with printing. Not all counties were impacted.

This is the highest priority for TxDMV support staff, and additional resources have been engaged to assist.  The Adobe update impacted each workstation differently, and the time it takes to fix each workstation varies from a few minutes up to an hour. Due to this circumstance an estimate on updating all workstations is not available at this time.

An update will be sent by 9:00 AM tomorrow morning (5/22/2019).

TxDMV Holiday Hours – Memorial Day 2019

In observance of Memorial Day, all Texas Department of Motor Vehicles (TxDMV) offices will be closed on Monday, May 27. Note to motor carriers: The Motor Carrier Oversize/Overweight Permits Section will also be closed on Saturday, May 25. 

Vehicle title and registration services: Most vehicle title and registration services are provided by your county tax office. County tax office hours may vary. Registration renewal is available online 24/7 at www.TxDMV.gov.

Oversize/Overweight permits: Motor Carrier Oversize/Overweight permits can be ordered online 24/7 through the Texas Permitting and Routing Optimization System (TxPROS) at www.TxDMV.gov.

COUNTY EQUIPMENT GUIDE: New policies and procedures for TxDMV-issued workstations and consumable supplies

Please review and distribute as appropriate.

Attached please find a draft of the Texas Department of Motor Vehicles’ (TxDMV) County Equipment Guide for your review. This guide is a reference document that was designed to provide tax assessor-collectors and their offices with information regarding requirements and procedures related to department-issued workstations and consumable supplies.

With over 3,000 workstations currently issued at county offices and full service deputy locations across the state, it was imperative that we review our procedures with the goal to improve efficiencies for all stakeholders. We determined that changes to current practices would result in a more streamlined process and better use of state resources. To that end, TxDMV plans to implement the updated policies and procedures that are outlined in the guide on September 1, 2019.

The County Equipment Guide will be a topic of discussion at the upcoming Tax Assessor-Collectors Association of Texas conference during the general session on Tuesday, June 11. Please take time to review the guide in advance of the conference as there will be a question and answer session following the presentation. After the conference, we will put the finishing touches on the guide and publish it to the tax assessor-collectors information hub at http://www.TxDMV.gov/tax-assessor-collectors.

Texas.gov Message to County Tax Assessor-Collectors

Please review and distribute as appropriate.

As you may be aware, the Texas.gov payment provider (NIC) transitioned the payment processor to First Data over the past several months. TxDMV, DIR and NIC greatly appreciate your cooperation to make the transition a success. Effective May 2, 2019, all counties were migrated to the First Data processor and NIC is actively trying to provide First Data portal credentials to a designated county staff member. The First Data portal will allow the counties to access chargeback documentation via an online tool in lieu of paper processing.

Due to the sensitivity of providing these credentials, NIC sent a survey on March 29, 2019, to obtain the contact information for your county. The survey was sent from TXpaymentupdate@egov.com and credentials are being emailed from MerchantServices@BusinessTrack.com. If you have experienced any issue with the email being received, please contact the Texas.gov Help Desk for assistance, at the number listed below. The Help Desk will be able to start the resolution process to allow your county to receive your credentials.

We’ve been working with DIR and NIC to address issues you have brought to our attention. Below is an update provided by DIR:

  • The First Data batch cutoff time of 3:00 a.m. means that funds are arriving one day later than they used to. As a result, reports will be for Day 3 instead of Day 2.
  • We understand that some banks are showing funds as “pending.” This is based on the way county funds are handled by some banking institutions when funds are expected but have not yet been received.
  • Please remember the First Data training provided by Texas NIC to counties is available on the TxDMV website on the TAC Hub under the Webinars & Presentations tab. You can access the presentation directly at https://www.txdmv.gov/reports-and-data/doc_download/8649-texas-gov-payment-processor-transition.

Weight Limits in Effect for IH45/IH20 Connector Ramps South of Dallas

The Texas Department of Transportation has temporarily placed weight limits on three of the four direct connector ramps at the interchanges of IH45 and IH20 south of Dallas.

The direct connector ramps that are affected include:

  • IH45 northbound to IH20 westbound
  • IH45 southbound to IH20 eastbound
  • IH20 westbound to IH45 southbound

Weights are limited to:

  • 20,000 lbs. on a single axle
  • 34,000 lbs. on a tandem axle group

There is no gross vehicle weight limit.

These weight limits apply to:

  • All permit loads
  • Mobile cranes
  • Concrete trucks
  • Recycle trucks
  • Container trucks
  • Well service trucks
  • Garbage trucks
  • EV class of fire engines (typically only used at airports)

It is illegal for trucks to ignore the new, temporary weight limitations. The Dallas County Overweight Enforcement Unit will issue citations and fines accordingly.

TxDMV Huntsville Warehouse Lock-down Status

As of Friday afternoon, 4-19-19, the TxDMV Huntsville Warehouse operation is no longer in lock-down status. During the lock-down we were able to work a skeleton crew of inmates to process allocations orders and manufacture specialty license
plates. At this time, we anticipate little or no delay in these services. Production of general issue plates has resumed as well.

Chapter 2 – Title Application and Issuance
Section 2.4, “Application for Salvage or Nonrepairable Vehicle Title,” was updated to provide information regarding the acceptability of electronic signatures. An electronic signature may only be used on a secure document if the secure document is submitted to the department through webSALVAGE. Non-secure documents may be signed with electronic signatures whether submitted to the department physically or through webSALVAGE.

Chapter 4 – Insurance Companies
Section 4.3, “Applications Without Proper Evidence of Ownership,” was updated to remove the requirement for proof of a paid claim by an insurance company in accordance with Registration and Title Bulletin #001-19.

Chapter 8 – Replacements, Errors, and Innocent Purchasers
Section 8.5, “Salvage Document or COA Issued in Error,” was updated to remove the reference to a Certificate of Authority (COA) issued prior to October 1, 2007. The issue date of the COA does not affect the procedure to reinstate a prior Texas title record when a COA is issued in error.

Huntsville Lock-down Status Update

As of today, April 4th, 2019, the TxDMV Warehouse located on the TDCJ-Wynne Unit in Huntsville TX is still under a lock-down. We received a small work crew today and will begin processing all pending orders.
Currently, we are running about three work days behind schedule. This includes supplies ordered from the warehouse and special plate production. Small emergency orders received through allocations will be filled ASAP.  Emergency orders consist of warehouse
items (non-special plates) that will sustain a county or region that is near depletion for a few days. These orders must be kept to a minimum as they will be shipped Fed Ex.

 

An update to the lock-down status will be provided as information is received from TDCJ.

Chapter 4 – Driver’s Privacy Protection Act
Section 4.13, “In Summary,” was updated to clarify a person requesting personal information from a motor vehicle record must provide a current photo identification with a unique identification number. In addition, the list of acceptable forms of identification was updated to include those specified in Title 43 Administrative Code, §217.5.

Chapter 8 – Additional and Voluntary Fees
Section 8.7, “Optional County Fee for Transportation Projects,” was updated to include information on which counties have statutory authority to increase the Optional Mobility Fee to an amount not to exceed $20.

The proposed rule review is posted for public comment until 5:00 p.m. on April 1, 2019.
