Vehicle title and registration services: Most vehicle title and registration services are provided by your county tax office. County tax office hours may vary. Registration renewal is available online at www.TxDMV.gov.

Oversize/Overweight permits: Motor Carrier Oversize/Overweight permits can be ordered online through the Texas Permitting and Routing Optimization System (TxPROS) at www.TxDMV.gov.

Sunday (11/13/2022).  During the deployment window, you may experience intermittent
connectivity when accessing the eLicensing system.

Initial Notification: webDealer Release 23.1 (11/12/2022 @ 6:00 PM)

Good afternoon,

On the weekend of November 12, 2022, the Texas Department of Motor Vehicles (TxDMV)
will update the webDealer System starting at 6:00 PM Saturday (11/12/2022), lasting 
up to 10:00 AM Sunday (11/13/2022).  During the deployment window, you may
experience intermittent connectivity when accessing the webDealer system. 

As a reminder, if you are unable to print buyer’s tags, you should use your pre-printed Internet
Down tags. Every dealer is allowed a minimum of 30 Internet Down tags. Please remember that
after using an Internet Down tag, you must enter the information for that tag into webDealer
as soon as the system is accessible.  Doing this, will ensure you always have the full allocation of
unused Internet Down tags available when you need them. Internet Down tags are valid for one
year from the date they are printed.

Note: A notification update will be published once the webDealer deployment is 
completed.

TxDMV publishes a rule proposal in the October 28, 2022, issue of the Texas Register

The Texas Department of Motor Vehicles (TxDMV) published a rule proposal in the October 28, 2022, issue of the Texas Register. The proposal addresses amendments to §215.133 and §215.140 concerning licensing requirements for applicants for and holders of a dealer general distinguishing number (GDN) under Transportation Code Chapter 503. The proposed language is available on TxDMV’s website at https://www.txdmv.gov/general-counsel/proposed-and-adopted-rules.

The deadline for public comment on the rule proposal is 5:00 p.m. on November 28, 2022.

TxDMV publishes rule adoptions in the October 28, 2022, issue of the Texas Register

The Texas Department of Motor Vehicles (TxDMV) published adopted rules in the October 28, 2022, issue of the Texas Register. The adopted language is available on TxDMV’s website at https://www.txdmv.gov/general-counsel/proposed-and-adopted-rules.

The adoptions include:

  • amendments to §§217.122 through 217.130 and new §§217.131 through 217.133 concerning motor vehicle records; and
  • amendments to §217.27 concerning personalized license plates.

Chapter 1 – Assembled Vehicles
Section 1.3, “Application for Title,” was updated to remove the requirement for newly assembled trailers to be titled regardless of weight as outlined in the Registration and Title Bulletin (RTB) #003-22.

Chapter 8 – Assembled Trailers
This chapter was also updated to remove the requirement for newly assembled trailers to be titled regardless of weight.

TxDMV will be conducting scheduled workstation maintenance beginning the evening
of Saturday, October 15, 2022, starting at 8:00 PM lasting up to 10:00 AM on Sunday,
October 16, 2022.  Your office has been identified as having some workstations subject
to this maintenance.

Once the scheduled maintenance begins, identified workstations in your office will be
remotely scanned by Austin HQ over the course of the weekend.  Those workstations
may/may not receive updates from Austin HQ depending on current update status on
the workstation.

We ask that you leave your workstations powered on over the weekend so that Austin HQ

October 2022 Motor Vehicle Registration Manual Update

Chapter 11 – Insurance
Section 11.3, “Motor Vehicle Liability Insurance Requirements,” has been updated to specify that No Fault insurance is acceptable as proof of financial responsibility, provided that minimum Texas insurance coverage requirements are met.

Chapter 12 – Off-Highway, Log Loader, Forestry & Miscellaneous
Section 12.10, “Oil Well Servicing and Drilling Machinery,” and Section 12.12, “Vehicles Subject to Registration or Eligible for Distinguishing License Plates,” have been updated to clarify that mobile cranes used for the purposes of oil well servicing may qualify for a Permit License Plate.

October 2022 Motor Vehicle Title Manual Update

Chapter 2 – Administration and Transaction Handling Procedures
Section 2.7, “Specially Marked Envelopes – Assembly Procedures,” was updated to specify Red Flag transactions should be submitted to the Enforcement Division for handling.

Chapter 8 – Refusal/Denial of Title
Section 8.3, “Bonded Title,” was updated to include alternative ways the value of certain vehicles may be determined, as outlined in Texas Administrative Code, §217.9.

Chapter 13 – Vehicle Identification Numbers
Section 13.6, “Assigned and Reassigned Identification Numbers,” was updated to allow a bond to be used as ownership evidence for any vehicle requiring an assigned or reassigned number, as outlined in Texas Administrative Code, §217.5. In addition, a note was added that specifies a tax assessor-collector hearing is acceptable for an applicant to obtain an assigned or reassigned number when a tax assessor-collector determines the applicant has met the requirements of Transportation Code, Chapter 501.

Compliance Services Revised Areas of Oversight

 

               

                                  Compliance Services Revised Areas of Oversight

 

Dear Tax Assessor-Collector Community,

To continue creating efficiencies with our county partners, the Compliance Services Section of the Enforcement Division has realigned the areas of oversight assigned to local compliance specialists. Compliance specialists will now be assigned to specific areas of the state and will conduct on-site compliance reviews within the counties in the area. This provides further flexibility to allow compliance specialists to conduct reviews and provides a larger pool of contacts for county tax assessor-collectors for support.

We are including the revised map documenting the areas of oversight along with a contact list of compliance specialists statewide for reference.

This revision modifies assignments of on-site compliance reviews only. Per our communication sent to the Tax Assessor-Collector community on February 17, 2022, compliance specialists will continue to conduct off-site compliance reviews for all counties on a rotating basis, regardless of areas of assignment.
