TxPROS: USDOT Number Requirement

**IMPORTANT REMINDER**

On October 4, TxPROS will undergo routine maintenance to further streamline the USDOT Number requirement. As a reminder, all oversize/overweight permit applicants must have a USDOT Number and are asked to provide it during the permit application process. TxPROS will check the number against the Federal Motor Carrier Safety Administration (FMCSA) system, MCMIS, for any out-of-service orders prior to permit issuance. The permit will be issued to the company name as it is listed for the USDOT Number.

issues.

As a reminder, if you are unable to print buyer’s tags, you should use your pre-printed Internet
Down tags. Every dealer is allowed a minimum of 30 Internet Down tags. Please remember that
after using an Internet Down tag, you must enter the information for that tag into webDEALER
as soon as the system is accessible.  Doing this, will ensure you always have the full allocation
of unused Internet Down tags available when you need them. Internet Down tags are valid for
one year from the date they are printed.

Reminder: New log on procedure for TPWD BRITS System (09/16/2022 10:50 AM)

Good morning,

 
Texas Parks and Wildlife (TPWD) has updated their Boat Registration Information and
Titling System (BRITS) from the current Remote Desktop Connection protocol (RDP) on
your RTS workstation to a new workstation internet shortcut (URL).

Over this weekend, TxDMV Support will be adding a new BRITS shortcut icon to all RTS
workstation public desktops statewide in order to comply with this TPWD change.  TPWD
has migrated to a URL-based connection as this will update BRITS to become a more reliable, 
secure and manageable system. 

 

The old BRITS system is still functional, but you are encouraged to use the new BRITS
desktop icon going forward since the old BRITS system will be eventually decommissioned. 
Before retiring the old BRITS system, TxDMV and TPWD will ensure that all RTS workstations
will have the new BRITS shortcut icon on RTS public desktops.

Reminder: Fingerprinting Requirement for GDN & Franchised Dealer License Applicants Effective Sept. 1, 2022

At the June 30, 2022 meeting, the Board of the Texas Department of Motor Vehicles adopted rules requiring certain new applicants and existing dealer license holders to be fingerprinted (43 Tex. Admin. Code § 211.6). Applications submitted on or after September 1, 2022, will be subject to the fingerprinting requirement.  The fingerprinting requirement is part of the TxDMV’s efforts to prevent and deter fraud.

More information, including Frequently Asked Questions, is available at: TxDMV.gov/dealers/fingerprinting.  

The following dealer applicants and license holders are required to be fingerprinted:

  • Franchised Motor Vehicle Dealer
  • Independent Motor Vehicle Dealer
  • Wholesale Motor Vehicle Dealer
  • Motorcycle Dealer
  • House Trailer Dealer (“House Trailer” includes “Travel Trailer” and “Towable Recreational Vehicle”)
  • Trailer or Semi-Trailer Dealer
  • Independent Mobility Motor Vehicle Dealer

Within the license types listed above, the following persons must be fingerprinted:

  • Owner(s)
  • President
  • Managing partner(s)
  • Persons acting in a representative capacity for an applicant or holder of a license, including the applicant or holder’s:

Once your application is submitted to the Motor Vehicle Division (MVD), MVD will review it to determine whether fingerprints are required, and, if so, who on your application needs to be fingerprinted. MVD will then send an email to the application contact notifying them who on the application is required to be fingerprinted. Fingerprinting services will be available via the approved vendor, IdentoGO. Please do not go to the vendor to get fingerprints taken until after you receive confirmation from MVD that fingerprints are required.

Adoption of Amended Texas Administrative Code §217.5 and §217.9

On August 11, 2022, the Texas Department of Motor Vehicles (TxDMV) board adopted amendments to Texas Administrative Code, §217.5, Evidence of Motor Vehicle Ownership, and Texas Administrative Code, §217.9, Bonded Titles. The rules are effective August 31, 2022.

The amendments to §217.5 allow applicants to apply for a title using a surety bond as ownership evidence when applying for an assigned or reassigned number from the department. The surety bond may then be used by the applicant to obtain a title in their name at the county tax assessor-collector’s office. The surety bond is an alternative to the applicant obtaining a court order awarding them ownership of the vehicle. The amendment is intended to streamline processes for applicants and align requirements between manufactured vehicles and assembled vehicles.

The amendments to §217.9 clarify portions of the rule, remove duplicate information, and provide alternatives for establishing the vehicle value, for owners of vehicles 25 years old or older and owners of trailers and semitrailers. The amendments allow owners of vehicles that are 25 years old or older applying for a bonded title the option to obtain an appraisal in lieu of using a national reference guide. In addition, the amendments allow owners of trailers and semitrailers to use the department’s established value of the trailer or semitrailer based on the length of the trailer, in lieu of having to obtain an appraisal. The established values identified in rule are $4,000, if the trailer is under 20 feet in length, or $7,000, if 20 or more feet in length.

Policy and procedure updates have been provided to TxDMV Regional Service Centers relative to these amendments. Updates to the Motor Vehicle Title Manual to reflect these changes will occur with the October revision.

The proposal addresses amendments to §§217.54, 217.55, and 217.184 concerning the registration of vehicles as part of certain county fleets. Informational: webDealer "file is damaged" error message (08/25/2022 09:20 AM)

Good morning,

TxDMV IT Support is aware that some webDealer users are experiencing a “file is
damaged” 
error message when uploading or opening attachments to title transactions
in the webDealer application.


Please be aware that this error is not due to a webDealer application issue. 


This error is due to title document attachments being scanned in at too high a resolution
setting, resulting in a very large document attachment file size in title transactions.


Recommendation for IDEAL SCANNER RESOLUTION SETTING for title transactions:

To avoid the “file is damaged” error, it is highly recommended that you scan title
documents at a lower resolution setting on your scanner device, resulting in a smaller
overall document attachment file size for your title transactions.

Each scanned title document attachment must be at least 200dpi and ideally 
no more than 300dpi.  The color selection should be Grayscale.  The file size for the
scanned title transaction documents should be less than 10MB.

Please make sure that the resolution setting on your scanner device meets the minimum
200dpi resolution setting and does not exceed the maximum 300dpi resolution setting
when adding file attachments to title transactions.

August 21, 2022.  Your office has been identified as having some workstations subject
to this maintenance.

Once the scheduled maintenance begins, identified workstations in your office will be
remotely scanned by Austin HQ over the course of the weekend.  Those workstations
may/may not receive updates from Austin HQ depending on current update status on
the workstation.

We ask that you leave your workstations powered on over the weekend so that Austin HQ
can determine whether certain workstations in your office may/may not require updates.
