The Texas Department of Motor Vehicles (TxDMV) has made new system features and performance improvements to the Inventory Management System (IMS). These enhancements, which refine inventory transfer functionalities, will significantly improve the user experience. Attached is the Inventory Management System (IMS) – Plate Transfer Addendum for further guidance on transfer functionality.

To make using the IMS even easier, the DMV has also created quick, easy-to-follow training videos covering key topics like receiving and transferring inventory. The short videos are just a click away – simply click on the play icon (shown below) on the respective pages in the IMS, such as the Transfer Orders and Order Receiving pages.

The Texas Department of Motor Vehicles (TxDMV) has created additional resource guides to help support your business with changes related to House Bill 718 (HB 718). 

The Title Application Processing Guidelines document outlines which title application transactions can and should be processed in webDEALER and which transactions must be processed over the counter at the county tax office for some of the most common transaction types.  

The License Plate Issuance Guidelines document outlines the various plate types and the appropriate uses and restrictions of each plate type, to ensure proper plate usage.

The Texas Department of Motor Vehicles (TxDMV) has published an emergency rulemaking in the July 25, 2025, issue of the Texas Register. Language is available on TxDMV’s website at https://www.TxDMV.gov/general-counsel/proposed-and-adopted-rules-2025.

The emergency rulemaking includes:

• revisions to 43 Texas Administrative Code, Chapter 224, relating to implementation of House Bill 1672, 89^th Legislative Session, and Cleanup.

The Texas Department of Motor Vehicles (TxDMV) has proposed rules in the July 25, 2025, issue of the Texas Register. A summary of the proposed rules and the proposed language is available on TxDMV’s website at https://www.TxDMV.gov/general-counsel/proposed-and-adopted-rules-2025.

The proposals are posted for public comment until 5:00 p.m. on August 25, 2025.

The proposals include:

• revisions to 43 Texas Administrative Code, Chapter 211, relating to implementation of Senate Bill (SB) 2587 and SB 1080, 89^th Legislative Session, and Cleanup;
• revisions to 43 Texas Administrative Code, Chapter 215, relating to implementation of House Bill (HB) 718, 88^th Legislative Session; SB 1902, SB 1818, and HB 5629, 89^th Legislative Session, and Cleanup;
• revisions to 43 Texas Administrative Code, Chapter 217, relating to implementation of SB 1902 and SB 1729, 89^th Legislative Session, and Cleanup;
• New 43 Texas Administrative Code, Chapter 220, relating to implementation of SB 2807, 89^th Legislative Session;
• revisions to 43 Texas Administrative Code, Chapter 221, Section 221.17, relating to implementation of SB 1818 and HB 5629, 89^th Legislative Session;

This message is to provide guidance on the proper process for obtaining exempt license plates for vehicles sold to qualifying exempt entities, such as governmental agencies or other organizations eligible for exempt registration under Texas law.

Step-by-Step Process:

• Confirm Exempt Status – Prior to initiating the title transaction, confirm that the buyer is eligible for exempt status. This includes:
  • Governmental agencies (state, federal, city, county)
  • Public schools
  • Certain nonprofit organizations, as defined by statute
• Title and Registration Application Submission – Submit the title paperwork through the County Tax Assessor outside of webDEALER, ensuring that:
  • The buyer’s name matches the exempt entity’s official name.
  • All applicable documents verifying exempt status, to include the appropriate application for exempt plates.
• County Tax Office Coordination – Exempt plates are not issued directly to dealers by the department. Once the exempt plate request is submitted:
  • The county tax assessor-collector will review the application and issue the exempt plates.
• Delivery to the Exempt Entity – Dealers must ensure the exempt plates are either:
  • Delivered directly to the exempt entity upon issuance, or
  • Coordinated for pickup with the county office, depending on local procedures

Important Reminders:

• Exempt plates must only be used on vehicles owned and operated by the exempt entity.
• Dealers should not retain or install exempt plates on other vehicles.
• Proper documentation is essential to avoid delays in plate issuance.
