Registration and Title System (RTS) Release 9.4.0 added new hard stops for timed permits (72-Hour, 144-Hour, 30-Day, and One Trip) that required an authorization code to complete the transaction in RTS Point-of-Sale (POS). While the hard stops were intended to prevent fraudulent use of all timed permits for a vehicle not otherwise eligible for a permit, certain hard stops incorrectly required an authorization code to issue the permit.

A fix to the RTS POS was deployed after close of business on September 4, 2019, to correct this issue. The fix restored your ability to issue timed permits without obtaining an authorization code when the vehicle record reflects one of the following remarks:

• Title Only and REGISTRATION INVALID
• AWAITING NMVTIS VIN INQUIRY
• TITLE HELD APPLICATIONS AWAITING RELEASE
• TITLE HELD AWAITING DPS OK
• TITLE REJECTED
• TITLE REVOKED

Senate Bill 604, enacted by the 86th Legislature, adds Transportation Code, Section 520.023. The legislation requires the department to implement a training program on the department’s automated registration and titling system and identification of fraudulent activity related to vehicle registration and titling.

The Texas Department of Motor Vehicles’ (TxDMV) Board voted to post proposed rules on this training program for public comments during its August 8, 2019, board meeting. The training program will impact your offices in the form of an investment of time to allow your employees to complete this training. We encourage you to provide feedback on the proposed rules if you are concerned with the impact they may have and to begin taking proactive steps to maximize your time to complete training.

A detailed explanation of the proposed rule as well as the rule language can be found on the department’s website at https://www.txdmv.gov/proposed-and-adopted-rules under §217.75. You may provide public comment until 5:00 p.m. CST on September 23, 2019, by emailing rules@txdmv.gov.

Summary of the Rules – What is the impact?
The rules require all users of the Registration and Title System (RTS) to complete a minimum level of fraud training. Additional training will be required depending on the RTS security permissions granted to the individual users.

Programming to implement the training requirement will be included in RTS Release 9.5, which is currently scheduled for release December 2019. Existing users will have until August 31, 2020, to complete all required training associated with existing permissions. After RTS programming is implemented, new permissions cannot be enabled for any user until required training is completed.

If training is added or updated between December 14, 2019, and August 31, 2020, existing users will have until August 31, 2020, to complete the training. The department will provide notice of new or updated training in advance of the training’s release. The department will not release any new or revised training between June 1 and August 31, 2020. Starting September 1, 2020, any new or updated training associated with an existing RTS security permission must be completed within 90 days of the department’s notice that the training is available.

Training – What is the training, and how does it affect RTS security permissions?
Training will be completed through the department’s existing eLearning training system that has been available to you for many years. Each employee must complete the training with their assigned eLearning credentials. The department will be unable to give RTS users credit for training completed under a shared eLearning account. As a reminder, these training modules can be accessed from the TAC Hub by selecting “Go to TxDMV Learning Center” in the TAC Toolbox or directly at https://learningtxdmv.articulate-online.com/Login.aspx.

Training will be reported through RTS and subsequently verified by the department before new RTS security permissions can be added or existing RTS security permissions renewed when new or updated training is required. Security permissions will still be assigned and removed by county personnel; however, the department must verify all associated training for an applicable permission has been completed before the permission can be enabled. More information on the process of training verification through RTS will be provided in the coming months.

We have attached a preliminary document that maps all available RTS security permissions to the eLearning modules. Currently, there are 34 modules available that are associated with RTS security permissions. We are planning on developing an additional 17 modules that are shown in red font on the attached document. These new modules will be released in the coming months. Not every user will be required to complete all modules. However, every user will need to complete at least three fraud training modules and the “RTS Overview and

Security” module. From there, each security permission may be enabled by completing additional modules depending on the permissions. A user with all RTS security permissions would be required to take all modules.

eLearning modules typically range from 10 to 25 minutes in length. The module is considered complete if the user has achieved a score of at least 80% on the quiz at the end of the module. For contextual purposes:

• A user processing only registration renewals may require up to 3 hours of training.
• A user processing registration and title transactions may require up to 8 to 12 hours of training.
• A supervisor or administrator-level user may require 24 hours or more of training.

The time it takes a user to complete the training will vary by user and the permissions the user has or will have assigned.

Preparation – What can you do now to maximize your time to complete the training?
You can take the following steps now to ensure you are prepared for the training requirement or have made progress towards completing training:

1. Ensure each RTS user (including full-service deputies) in your county has an eLearning account. If not, complete the attached User Account Form. As a reminder, you receive one user account per workstation, with additional “no-cost” accounts calculated based on your total number of workstations. Please refer to Section 8.1, “eLearning Accounts” in the County Equipment Guide for information on the number of eLearning accounts available at the state’s expense.
2. Ensure every RTS user in your county has completed the following four eLearning modules:
   • AAMVA FDR – Introduction to Fraud
   • AAMVA FDR – People and Actions
   • AAMVA FDR – Internal Fraud for Staff
   • R-108 – RTS Overview and Security
3. Verify users have only the RTS security permissions they need to avoid users having to complete eLearning modules for unnecessary permissions.
4. Ensure completion of, or begin having users complete, currently available eLearning modules associated with their assigned RTS security permissions. Users who have already achieved a score of at least 80% on the quiz at the end of a module will not be required to retake the module, unless the training is updated after December 2019.

Unfortunately, several of the new hard stops incorrectly require an authorization code to issue a timed permit when the vehicle record displays one of the following remarks:
     • Title Only and REGISTRATION INVALID
     • AWAITING NMVTIS VIN INQUIRY
     • TITLE APPLICATION AWAITING RELEASE
     • TITLE HELD AWAITING DPS OK
     • TITLE REJECTED
     • TITLE REVOKED.

We are implementing a hot fix in RTS POS to no longer require an authorization code to issue a timed permit when the vehicle record vehicle record displays one of the remarks listed above. Until this fix is implemented, an authorization code will be required to issue a timed permit for a vehicle record with those remarks.

RTS Release 9.4 correctly applies a hard stop for timed permits when the vehicle record reflects one of the remarks listed below. A vehicle with a record that reflects one of the remarks listed may not be operated on public roads. An authorization code should not be provided and a timed permit should not be issued for a vehicle with a record that reflects these remarks.
