New Registration and Title System (RTS) Workstation Lease Pricing

Please review and distribute as appropriate.

The Texas Department of Motor Vehicles recently reviewed the costs for RTS workstations and determined that the annual cost to lease an RTS workstation should be amended to reflect the new state replacement cycle of six years for computer equipment. For county offices, the annual lease cost was reduced from $1,500 to $361 per year. If a cable drop is needed, there will be an additional one-time charge of $180. Also, counties that utilize full-service deputies will be required to pay $4,800 annually per full-service deputy location for the cost of the T1 circuit. The charge for the T1 circuit will not be assessed for county office locations. The attached file illustrates the new RTS workstation lease cost structure.

The new RTS workstation lease pricing goes into effect September 1, 2018. Counties will be invoiced annually by October 1 for all charges incurred during the State’s fiscal year, which runs September 1 to August 31.

Although the current phone number and email will continue to operate for a grace period of 30 days (October 1st); thereafter those contact methods will no longer be supported. Please update your program contact information with the new contact information below for use when you have a chargeback question or need a password reset for the TPE.

ABTPA Urges Texans to Protect Themselves from Auto Burglary and Theft

(AUSTIN, Texas – August 30, 2018) With the end of the summer being historically one of the riskiest seasons for vehicle burglary and theft, Texas Governor Greg Abbott declared August “Watch Your Car Month” to remind Texans they can take steps to protect their vehicles. The proclamation notes Texans experience nearly one billion dollars in losses every year due to motor vehicle burglary and theft.

“I applaud the governor for bringing more attention to the risk of auto theft and the simple steps people can take to reduce the chance their car gets stolen,” said Auto Burglary and Theft Prevention Authority (ABTPA) Chairman and Port of Brownsville Chief of Police Carlos L. Garcia.

American Association of Motor Vehicle Administrators’ Fraud Detection Training Modules

The Texas Department of Motor Vehicles (TxDMV) would like to introduce a new eLearning training series created by the American Association of Motor Vehicle Administrators (AAMVA) on fraud detection.

AAMVA’s Fraud Detection & Remediation (FDR) program is the industry’s premier fraud training used by DMV’s, law enforcement, federal agencies, and corporations worldwide. AAMVA’s training modules and supplements develop skills in the authentication of documents in more than 12 categories, including:
 •   Birth Certificates
 •   Social Security Cards
 •   Military IDs and more

FDR is the most comprehensive anti-fraud toolbox available. The modularized eLearning suite provides invaluable training to anyone handling secure documents or sensitive transactions. Although this training is not mandatory, the TxDMV recognizes the importance of making this training available. Today’s technology-rich environment opens the door for fraudsters to expand their sphere of influence and corrupt the seemingly incorruptible. By arming your staff with knowledge to combat the ever-changing methods of corruption, your county will be playing a vital role in the reduction of fraud and the protection of our citizens.

This training will be available on August 29 on the TxDMV training portal located at https://learningtxdmv.articulate-online.com/Login.aspx. The training is modularized, and with the aid of the AAMVA Fraud Detection and Remediation training implementation plan, your county will be well on its way to protecting itself and from fraud.

The Registration and Titling System upgrade last week resulted in a significant improvement in the processing time of the nightly batch runs. Compared to the previous week, the system experienced a 54 percent increase in transaction processing speed, resulting in County Cognos reports completing by 3:30 a.m. With these improvements, we expect that even during peak activity, you should have Cognos reports available well before the start of business.

Good morning,

Over the weekend of August 11, 2018, the Texas Department of Motor Vehicles (TxDMV) will update the Registration and Title System (RTS) with Release 9.1.1 that contains the content summarized below.

  • New Maxeno framework run-time version for RTS Batch & Core online processes: This system framework upgrade brings RTS up to date in potentially increasing processing speed & Cognos Reports generation, allowing the nightly batch process to complete on time each night for our customers and business partners.
  • Inspection Fee Error (Title Transfer) Is Fixed: Solution: When processing a title transfer and Record Not Applicable is selected, RTS will not prompt for manual verification of inspection when an acceptable inspection is in the cloud and will not charge the inspection fee when that fee was paid previously. 
  • Inspection Fee Error (Replacement Plate) Is Fixed: Solution: Inspection fee is charged at registration renewal when a replacement plate was issued prior to renewal in a separate transaction.
  • Insufficient Funds Error (ACC004 Screen field-entry) Is Fixed: Solution: The maximum amount can be entered in the Insufficient Funds field of the ACC004 screen. 

NEW TEXAS STATE RIFLE ASSOCIATION (CROSSOVER)

A new specialty plate (in black) is available via My Plates. It can be ordered for passenger vehicles, trucks, motorcycles, and mopeds. This is a crossover plate, meaning the plate has moved from the state to the My Plates program.

The state Texas State Rifle Association plate (in white) will no longer be available for new orders; however, it will continue to be eligible for renewal. Rifle Assoc. 2

(AUSTIN, Texas – August 9, 2018) The Texas Department of Motor Vehicles (TxDMV) is helping consumers fight back against rogue moving companies as many families complete their moves before the new school year begins. TxDMV urges Texans to protect themselves from hiring unscrupulous movers.

All Texas movers are required to be licensed with TxDMV. If you hire one that is not, you risk losing your household goods.

“Hiring an unlicensed moving company is like inviting a burglar into your house, showing him which of your possessions are the most valuable and watching him load them into a truck and drive away, perhaps never to be seen again,” said TxDMV Executive Director Whitney Brewster. “Don’t make a move without us! The first thing you should do before hiring a mover is check with TxDMV.”

Correction of Error – Adopted 43 TAC §219.2, §219.34, §219.35, and §219.36

A Correction of Error for adopted changes to the Texas Administrative Code, which affect Chapter 219 was published in the Texas Register. The adopted Texas Register language is attached and it is also available on the Office of the Secretary of State’s website at http://www.sos.state.tx.us/texreg/pdf/currview/index.shtml.

Reminder: Scheduled Maintenance (07/29/2018 @ 5:00 AM Central Time)

Good afternoon,

On Sunday, July 29, 2018, the Texas Department of Motor Vehicles (TxDMV) will be performing system maintenance that will require a system outage.  The duration of the maintenance is scheduled for up to five (5) hours beginning at 5:00 AM Central Time (07/29/2018) lasting until 10:00 AM Central Time.

Systems Impacted: All systems below will be unavailable and unable to access vehicle information during the scheduled time frames below:

Sunday (07/29/2018) from 5:00 AM Central Time to 10:00 AM Central Time:

  • eTAG
  • webDEALER

As a reminder, if you are unable to print buyer’s tags, you should use your pre-printed Internet Down buyer’s tags.   As you know, every dealer is now allowed a minimum of 30 Internet Down tags.  If you have less than 30 printed, print your full allocation now so you are prepared when the eTags system is unavailable.  Please remember that after using an Internet Down tag, you must enter the information for that tag into eTags as soon as the system is accessible.  Doing this, will ensure you always have the full allocation of unused Internet Down tags available when you need them. Also remember that unused Internet Down tags are valid for one year from the date they are printed.

Note: A reply to all will be sent when the maintenance is complete.  Please contact the Service Desk if you experience system issues after the end of the maintenance.

July 2018 Registration Manual Update

The latest update to the Motor Vehicle Registration Manual (attached) is now available via Registration and Title System (RTS) workstations and at www.txdmv.gov.

Updates for this release are marked with red change bars in the text.

Chapter 19 – Military Specialty License Plates
Section 19.2, “General Application Procedures,” was updated to include information that personalized military license plates not renewed within the 60 day renewal period are purged from the system and the owner is required to re-apply. However, military license plates that are not personalized are not purged. This was a defect that was fixed with the RTS Release 9.0.

Chapter 22 – Inspection Verification
Several sections of this chapter were updated in an effort to clean-up information that was only relevant during the first few years of the Single Sticker program.

Appendix C
The “P&H Fee Distributions by Entity” chart was updated due to a change in Administrative Rule §217.168. The $1 Dealer Deputy fee was removed from the Deputy Compensation column and added to the County Compensation column. Programming efforts to accommodate this change were part of the RTS Release 9.1.

Chapter 3 – Transfer of Ownership
Section 3.2, “Assignment and Reassignment of Ownership Documents,” was updated to remove reference to insurance companies using a dealer reassignment since they are not authorized to use the form.
