ALERT: Fraudulent Emails Posing as TxDMV

 

The Texas Department of Motor Vehicles (TxDMV) is aware of recent reports of phishing emails being sent to our licensed community. This may be an attempt to obtain sensitive information from you.  The emails make statements about complaints regarding a licensee, threaten to revoke the entity’s license and includes a TxDMV employees name in the closing.

Please be advised that the TxDMV has not sent these email notifications to licensees.

If you receive an email of this type, please practice safe precautions and do the following:

  • DO NOT open the email if at all possible
  • Contact your IT Department
  • DO NOT open any attachment
  • DO NOT click on any web links in the email
  • Delete the email and empty your deleted items folder

Return of Metal Dealer and Other Industry Plates

Texas DMV


The Motor Vehicle Division announced that effective immediately Texas motor vehicle dealers, in-transit operators, converters, manufacturers, and distributors are required to return canceled, damaged, or unneeded metal plates to a Texas Department of Motor Vehicles (TxDMV) Regional Service Center or the Department’s Headquarters.  Plates can be mailed to or dropped off at any of these 17 locations across the state.  

Please do not accept any of the above mentioned plates at a tax assessor-collector (TAC) office as the Motor Vehicle Division is tracking compliance with this requirement.  Instead ask customers with these plates to visit our website or contact us toll-free at 1-888-DMV-GOTX (1-888-368-4689) or at (512) 465-3000 for more information.  We are available to answer questions from 8 a.m. to 5 p.m. Central Time, Monday through Friday.  

This requirement does not affect the return of customer plates which in many cases are being received and recycled by TAC offices across the state. 

TxDMV’s eLICENSING system and website have been updated to include information about this requirement.  In addition to reducing the potential for fraudulent use of license plates, this effort provides Texas dealers and other licensees a way to responsibly recycle over 4,000 plates every year.

Initial Notification: eTAG: Unscheduled Maintenance (9/17/2018 @ 10:30 AM Central Time)

Good morning,

 

On September 17, 2018, the Texas Department of Motor Vehicles (TxDMV) will be performing eTAG system maintenance. The duration of the maintenance is scheduled for up to 15 minutes, beginning Monday (09/17/2018) at 10:30 AM Central Time and lasting until 10:45 AM Central Time. eTAG will not be available during the maintenance window.

 

As a reminder, if you are unable to print buyer’s tags, you should use your pre-printed Internet Down buyer’s tags.   As you know, every dealer is now allowed a minimum of 30 Internet Down tags.  If you have less than 30 printed, print your full allocation now so you are prepared when the eTags system is unavailable.  Please remember that after using an Internet Down tag, you must enter the information for that tag into eTags as soon as the system is accessible.  Doing this, will ensure you always have the full allocation of unused Internet Down tags available when you need them. Also remember that unused Internet Down tags are valid for one year from the date they are printed.

 

Note: A reply to all will be sent when the maintenance is complete.  Please contact the Service Desk if you experience system issues after the end of the maintenance.

Metal plate return updates

Effective immediately Texas motor vehicle dealers, in-transit operators, converters, manufacturers, and distributors are required to return canceled, damaged, or unneeded metal plates to a Regional Service Center or the Texas Department of Motor Vehicles Headquarters.  Plates may be mailed to or dropped off at any of the 17 locations across the state.  Licensees who close their license must return all plates, temporary tags, stickers, and plate receipts within 10 days of license closure.

The Texas Department of Motor Vehicle’s eLICENSING system and website have been updated to include information about this requirement.  Forms, office locations, and business hours are available on the website.

In addition to reducing the potential for fraudulent use of license plates, this effort provides Texas dealers and other licensees a way to responsibly recycle over 4,000 plates every year.

New Referral Fee Option for Independent Dealers

On August 16, the Texas Department of Motor Vehicles (TxDMV) Board met and adopted rules related to the use of referral fees for independent motor vehicle dealers. Here is what you need to know as a licensed independent dealer on this effort: 

  • An independent motor vehicle dealer may now offer a referral fee in cash or value to a customer who purchased a vehicle from the licensed dealer within the past four years.
  • The referral fee may be contingent upon the new referred individual purchasing a vehicle, or a fee may be paid for the referral of a new potential customer.
  • The referral fee agreement may NOT be used for financing as a part of an original retail installment contract agreement transaction (Ref. Texas Finance Code 348.403 and 348.404). 

The rule does not extend the option to offer a referral fee to:

  • a franchised motor vehicle dealer;
  • a wholesale motor vehicle dealer;
  • a motorcycle dealer;
  • a house trailer dealer;
  • a trailer or semitrailer dealer; or
  • an independent mobility motor vehicle dealer

Unscheduled Maintenance: RTS Restart (09/04/2018 @ 11:30 AM Central Time)

The cause of the RTS issue has been identified; a third party VIN decoding system was unavailable until 11 a.m. Central Time.  The RTS servers must be restarted in order to clear the remaining performance issues that resulted from the third party system outage.  The RTS servers will be restarted at 11:30 a.m. Central Time today, 9/4/2018.  The restart may take up to 30 minutes, and the RTS system is expected to be available by noon today.

The Texas Department of Motor Vehicles recently reviewed the costs for RTS workstations and determined that the annual cost to lease an RTS workstation should be amended to reflect the new state replacement cycle of six years for computer equipment. For county offices, the annual lease cost was reduced from $1,500 to $361 per year. If a cable drop is needed, there will be an additional one-time charge of $180. Also, counties that utilize full-service deputies will be required to pay $4,800 annually per full-service deputy location for the cost of the T1 circuit. The charge for the T1 circuit will not be assessed for county office locations. The attached file illustrates the new RTS workstation lease cost structure.

The new RTS workstation lease pricing goes into effect September 1, 2018. Counties will be invoiced annually by October 1 for all charges incurred during the State’s fiscal year, which runs September 1 to August 31.

Governor Proclaims August “Watch Your Car Month”
ABTPA Urges Texans to Protect Themselves from Auto Burglary and Theft

(AUSTIN, Texas – August 30, 2018) With the end of the summer being historically one of the riskiest seasons for vehicle burglary and theft, Texas Governor Greg Abbott declared August “Watch Your Car Month” to remind Texans they can take steps to protect their vehicles. The proclamation notes Texans experience nearly one billion dollars in losses every year due to motor vehicle burglary and theft.

“I applaud the governor for bringing more attention to the risk of auto theft and the simple steps people can take to reduce the chance their car gets stolen,” said Auto Burglary and Theft Prevention Authority (ABTPA) Chairman and Port of Brownsville Chief of Police Carlos L. Garcia.

American Association of Motor Vehicle Administrators’ Fraud Detection Training Modules

The Texas Department of Motor Vehicles (TxDMV) would like to introduce a new eLearning training series created by the American Association of Motor Vehicle Administrators (AAMVA) on fraud detection.

AAMVA’s Fraud Detection & Remediation (FDR) program is the industry’s premier fraud training used by DMV’s, law enforcement, federal agencies, and corporations worldwide. AAMVA’s training modules and supplements develop skills in the authentication of documents in more than 12 categories, including:
 •   Birth Certificates
 •   Social Security Cards
 •   Military IDs and more

FDR is the most comprehensive anti-fraud toolbox available. The modularized eLearning suite provides invaluable training to anyone handling secure documents or sensitive transactions. Although this training is not mandatory, the TxDMV recognizes the importance of making this training available. Today’s technology-rich environment opens the door for fraudsters to expand their sphere of influence and corrupt the seemingly incorruptible. By arming your staff with knowledge to combat the ever-changing methods of corruption, your county will be playing a vital role in the reduction of fraud and the protection of our citizens.

This training will be available on August 29 on the TxDMV training portal located at https://learningtxdmv.articulate-online.com/Login.aspx. The training is modularized, and with the aid of the AAMVA Fraud Detection and Remediation training implementation plan, your county will be well on its way to protecting itself and from fraud.

The Registration and Titling System upgrade last week resulted in a significant improvement in the processing time of the nightly batch runs. Compared to the previous week, the system experienced a 54 percent increase in transaction processing speed, resulting in County Cognos reports completing by 3:30 a.m. With these improvements, we expect that even during peak activity, you should have Cognos reports available well before the start of business.
