The Texas Department of Motor Vehicles (TxDMV) has published in the Texas Register adopted changes to the Texas Administrative Code, which affect Chapter 215, §215.210. The adopted Texas Register language is attached and it is also available on the Office of the Secretary of State’s website at http://www.sos.state.tx.us/texreg/pdf/currview/index.shtml.

Evidence Testing Grant Program and Ending Homelessness Donations

Please review and distribute as appropriate.

The 85th Texas Legislature passed House Bill 4102 that added Sections 502.414 and 502.415 to the Texas Transportation Code. The new sections introduce two new voluntary donations, the Evidence Testing Grant Program 502.414 and the Ending Homelessness Fund 504.415.

Customers now have the opportunity to donate to these funds when renewing their registration in person at the county, at participating subcontractor locations, by mail, or online through the Internet Vehicle Title and Registration Service.  The Motor Vehicle Registration Renewal Notice (Form VTR-39-A) has been revised to include the logo and website for the Ending Homelessness Fund as well as a placeholder for the Evidence Testing Grant Program.

Donations made to the Evidence Testing Grant Program will go toward testing evidence collected in relation to a sexual assault or other sex offense. It is estimated there are thousands of unexamined rape kits that have not been tested statewide primarily due to lack of funding. We have received reports of confusion regarding the name of this contribution. Customers wanting to make a donation to the Evidence Testing Grant Program may also refer to it as sexual assault or rape kit testing. Please clarify this with front line personnel.

Donations made to the Ending Homelessness Fund are used to provide grants to local government in an effort to fight homelessness.

Important eTAG and webDEALER Update

The Texas Department of Motor Vehicles (TxDMV) will update
the eTAG system (the system used for Buyer Tags). 

This change will move eTAG into
webDEALER (the title application system). webDEALER will become the system to work from
for the creation of Buyer Tags (or other tags). Note: Your current username and password will not change.

TxDMV is providing training webinars to highlight the changes associated with this update. Click here for training information and links to register for an upcoming webinar.

For eTAG Only Users

eTAG Icon

ALL eTAG users will log in to webDEALER with their current eTAG username and password to access eTAG even if they have not previously used the webDEALER system. 

Buyer Tags for out of state purchasers may be paid for online by credit card. 

All tags printed through eTAG will have improved security features.

    For webDEALER Only Users

    webDEALER Icon

    ALL webDEALER users will log in to webDEALER as usual with your current username and password.

    For Users of Both eTAG and webDEALER

    Chapter 3 – Fees
    Section 3.2, “Delinquent Transfer Penalty,” was updated to provide clarification on delinquent transfer penalty fees for military personnel. 

    Chapter 21 – Theft and Fraudulent Activities
    Section 21.2, “Stolen Motor Vehicles,” was updated to provide clarification on the requirements for applications for title submitted for stolen motor vehicles.

    January 2018 Motor Vehicle Registration Manual Update

    The latest update to the Motor Vehicle Registration Manual (attached) is now available via Registration and Title System (RTS) workstations and at www.txdmv.gov.

    We welcome your feedback and encourage you to email any comments or suggestions to

    Updates for this release are marked with red change bars in the text.

    With the RTS Release 9.0, several annual plates will receive a registration sticker and no longer have a fixed expiration month and year preprinted on the license plate. The majority of the updates for this manual revision address this change.

    Chapter 2 – Commercial Vehicles
    Section 2.5, “Trailers Transporting Soil Conservation Machinery or Equipment,” was updated to specify Soil Conservation License Plates are staggered for 12 months from the date of issuance or renewal. These vehicles will receive a registration sticker and no longer have a fixed expiration month and year preprinted on the license plate. 

    Chapter 5 – Emissions
    Section 5.1, “Motor Vehicle Emissions Inspection and Maintenance Requirements,” was updated to include a Vehicle Inspection Report with an emissions inspection waiver notation is acceptable in lieu of the Texas Department of Public Safety Affidavit (VIE-12) for a vehicle that failed emissions compliance and relocates to a nonaffected county.

    Chapter 7 – Farm Vehicles
    Section 7.5, “Transports and Fertilizer Spreaders,” was updated to specify Fertilizer License Plates are staggered for 12 months from the date of issuance or renewal. These vehicles will receive a registration sticker and no longer have a fixed expiration month and year preprinted on the license plate.

    Section 7.8, “Cotton Vehicles,” was updated to specify Cotton Vehicle License Plates are staggered for 12 months from the date of issuance or renewal. These vehicles will continue to receive a registration sticker.

    Chapter 14 – Application for Registration
    Section 14.6, “Registration Year,” was updated to remove references to certain annual license plates and fixed expiration months that no longer apply with the RTS Release 9.0.

    Chapter 20 – Restricted Distribution Specialty License Plates
    Section 20.8, “Honorary Consul,” was updated to specify Honorary Consul License Plates are staggered for 12 months from the date of issuance or renewal. These vehicles will receive a registration sticker and no longer have a fixed expiration month and year preprinted on the license plate.

    Section 20.9, “Foreign Organization Vehicles,” was updated to specify Foreign Organization License Plates are staggered for 12 months from the date of issuance or renewal. These vehicles will receive a registration sticker and no longer have a fixed expiration month and year preprinted on the license plate.

    Chapter 21 – Miscellaneous Specialty License Plates
    Section 21.1, “Antique and Former Military,” was updated to specify Antique and Former Military License Plates are issued for a five year period from the date of issuance or renewal. These vehicles will receive a registration sticker and no longer have a fixed expiration month and year preprinted on the license plate.

    Section 21.3, “Nonprofit Disaster Relief Organizations,” was updated to specify Disaster Relief License Plates are staggered for 12 months from the date of issuance or renewal. These vehicles will receive a registration sticker and no longer have a fixed expiration month and year preprinted on the license plate.

    On January 30, 2018, the Texas Department of Motor Vehicles (TxDMV) will be performing scheduled maintenance on the network. The duration of the maintenance is scheduled for up to three (3) hours beginning at 7:00 PM CDT and lasting until 10:00 PM CDT. Users may experience intermittent network connectivity during the maintenance window. If you experience any issues connecting to the network outside the maintenance window, please contact the Service Desk.

     

    Note: A reply to all will be sent when the maintenance is complete.  Please contact the Service Desk if you experience system issues after the end of the maintenance.

    Initial Notification: eTAG Issue (01/24/2018 @ 12:08 PM CDT)

     

    Good afternoon,

    The eTAG system experienced slow performance today (01/24/2018) from 12:08 PM CDT to 12:40 PM CDT. Support staff have identified and resolved the issue. If you experience any new performance issues, please contact the Service Desk.

    The statewide ticket for this issue is: 162241

    As a reminder, if you are unable to print buyer’s tags, you should use your pre-printed Internet Down buyer’s tags.   As you know, every dealer is now allowed a minimum of 30 Internet Down tags.  If you have less than 30 printed, print your full allocation now so you are prepared when the eTags system is unavailable.  Please remember that after using an Internet Down tag, you must enter the information for that tag into eTags as soon as the system is accessible.  Doing this, will ensure you always have the full allocation of unused Internet Down tags available when you need them. Also remember that unused Internet Down tags are valid for one year from the date they are printed.
