Chapter 22 – Theft and Fraudulent Activities
Section 22.2, “Stolen Motor Vehicles,” was updated to clarify the requirement of the odometer disclosure and brands to be provided, and if they are unavailable, the record will be marked not actual mileage.

Chapter 23 – Foreclosure of Miscellaneous Liens
Section 23.3, “Storage Lien,” and Section 23.4, “Licensed Vehicle Storage Facility Lien,” were updated to clarify proof of certified mail, return receipt, or electronic certified mail sent to a law enforcement agency, in conjunction with a storage lien or with a vehicle storage facility lien, must be original.

Chapter 26 – Beneficiary Designation
Chapter 26 was added as a result of Registration and Title Bulletin #001-18. This chapter outlines the requirements associated with an owner designating a beneficiary for their motor vehicle as provide in Senate Bill 869.
