Titles Misprinted With Beneficiary Remark

Please review and distribute as appropriate.

Registration and Title System (RTS) Release 9.1.0 introduced functionality allowing a beneficiary to be designated on the Texas title.  A defect in Release 9.1.0 caused the BENEFICIARY remark to print on all titles printed May 22 – May 25, despite there being no intention to designate and record a beneficiary on the title record.  The BENFICIARY remark was printed without a beneficiary’s name.  This misprint affected all batch-printed title types, not only regular certificates of title, including salvage, nonrepairable, certificates of authority to demolish, and some certified copies of titles.

This defect is fixed, and the BENEFICIARY remark only appears when a beneficiary designation is recorded in RTS.  When a beneficiary designation is applied to a motor vehicle record, the BENEFICIARY remark will be printed on the title along with the beneficiary’s name.

The misprinted BENEFICIARY remark does not affect the validity of the title or the ability of the vehicle to be sold, transferred, or encumbered.  These titles are valid and will not be reissued.

RTS Printing of Temporary Timed Permits

Security features were recently implemented for temporary timed permits (72-Hour, 144-Hour, 30-Day, and One Trip), including permits issued by the county using the Registration and Title System (RTS).  The department updated the permit designs in response to reports of some fraudulent permits.  The new permit security features are an important part of the department’s efforts to assist law enforcement to easily identify fictitious permits. 

The new permit security features include a geometric lathe (2-dimensional representation of a hologram); Bezier curves across the license plate number; the State seal; and a barcode.  While some of the new features specifically address fraudulent copying of timed permits, other features such as the State seal and bar code allow law enforcement to visually verify the authenticity of a timed permit.  The barcode, located in the lower right corner, facilitates law enforcement confirming the authenticity of a permit by providing permit and vehicle information when scanned. 

Counties have recently notified us of an issue when printing permits using RTS.  Permits issued out of RTS are printed on RTS receipt paper (VTR-500-RTS), which features pre-printed elements such as the department logo in the top left corner and a patch code in the top right corner.  Printing a permit on VTR-500-RTS paper results in pre-printed elements overlapping permit security features.  Covering the permit’s security elements with the VTR-500-RTS pre-printed elements could result in law enforcement questioning a valid permit. 

A RTS programming fix to eliminate the pre-printed elements from overlapping the permit security features was implemented after hours on May 24, 2018.   Permits issued prior to the fix remain valid until the expiration date.  We apologize for the inconvenience caused by this issue.  This issue only applies to temporary permits issued in county or TxDMV offices.  Buyer Tags and other tags issued by dealers should not be printed on VTR-RTS-500 paper.

We will continue to work on a solution to eliminate the printing of permits on VTR-500-RTS paper.  The department’s goal is to ensure that all Texas permits looks exactly the same to assist law enforcement in identifying fraudulent permits.

Beware of Flood-Damaged Vehicles

TxDMV Warns Buyers to Beware of

Flood-Damaged Vehicles

Giving someone a new or used car as a graduation gift may earn you an “A” for effort, but failing to do your homework before buying could be a dangerous and costly mistake. More than eight months after Hurricane Harvey damaged an estimated 500,000 cars and trucks, Texans are still at risk of unknowingly purchasing flood-damaged vehicles.

The Texas Department of Motor Vehicles (TxDMV) is urging Texans to do their research before buying a new or used car.

“Too many Texans already get taken advantage of by people selling flooded, salvaged, and rebuilt vehicles as though they are in perfect condition,” said TxDMV Executive Director Whitney Brewster.

TxDMV uses a national title database under the United States Department of Justice to help stop title fraud and urges consumers to learn how to protect themselves when buying a vehicle. Brewster cautioned, “Don’t find a problem after you bought the vehicle. Protect yourself before you buy.”

Changes to webDEALER Account Details page

eLICENSING is the application in which a dealer’s license and account information is created and maintained.  eLICENSING populates the dealer’s information and account details in webDEALER.  Currently, the county tax assessor-collector’s office can update a dealer’s Doing Business As, Contact Name, Email, and Phone # in the webDEALER application (highlighted below).

Effective May 11, 2018, the county tax assessor-collector’s office will no longer be able to modify the DBA or contact information for a dealership within the webDEALER application. This is to ensure consistency between what is created in eLICENSING and presented in webDEALER.  The dealer must make any edits to their account in eLICENSING.

In order to change the DBA information, the dealer must access eLICENSING and apply to amend their license.  Next, the dealer must choose the “Address and DBA changes” reason.  From the Manage Locations Screen, choose the Edit button for the location with the DBA change, and add, remove, or edit the DBA as needed.  There is a $25 fee for this amendment.  The following must be uploaded: 
        • a bond rider with the DBA change,

The Texas Department of Motor Vehicles (TxDMV) has published in the Texas Register proposed changes to the Texas Administrative Code, which affect Chapter 219, §§219.60-219.64. These proposed changes are posted for public comment until 5:00 p.m. on June 4, 2018.
