TxDMV webDEALER/eTAG Update – Buyer Tags

Good morning,

On April 9, 2018, the Texas Department of Motor Vehicles deployed an update to the webDEALER/eTAG system. Besides moving eTAG into webDEALER, this release also included several security enhancements.

One such enhancement relates to the issuance of multiple tags to the same vehicle. The updated system will not allow issuance of more than one Buyer Tag to the same vehicle identification number. This precaution helps protect motorists and reduces fraud.

You must void or supersede any active Buyer Tag prior to issuance of a new Buyer Tag to the same vehicle. Likewise, void any active Vehicle Specific Tag once that vehicle leaves your inventory, whether through a wholesale or retail transaction. This will ensure there is only one active tag per vehicle.

Update on eTAG system (4/27/2018)

The Texas Department of Motor Vehicles (TxDMV) was proud to release the new eTAG system on April 9, 2018, delivering valuable functionality and security features.  While the deployment was largely successful, there have been some issues identified by users that require our immediate attention.  Our team is working hard to make needed repairs in webDEALER and eTAG and ensure the system is fully functional for users.  Several of the reported issues have been repaired; however, four remaining repairs are still in development.  If you are experiencing any issues, please review the attachment below which provides more specific details.

Oversize/Overweight Permit Movement Conditions

On May 8, 2018, the “movement conditions” listed on your permit will change.

TxDMV recently streamlined the requirements included with all size and weight permits. The language and the order in which these “movement conditions” are listed will be standardized. Current requirements that were not previously listed (proper vehicle registration, proper equipment, and attachment of movement conditions to each permit) on the permit will now be included.

Please review your permit’s conditions prior to travel.

Update on Recent RTS / Cognos Report Issues

Good afternoon,

In recent weeks the department has experienced intermittent stability issues with RTS and delays with Cognos reports, as you have likely noticed.  We know these issues are frustrating and impact our shared ability to serve the motoring public, as our regional offices have experienced the same problems.  The purpose of this message is to provide you with additional background regarding these problems and our plans to improve the system.

RTS Availability

We identified the cause of the intermittent stability issues in the network of servers that support RTS.  The TxDMV Information Technology (IT) team implemented a fix last week that resolved the stability issue. 

Cognos Reports

The delay in Cognos reports is directly related to the nightly batch process that updates all motor vehicle transactions completed by TxDMV (regional and headquarters offices) and County Tax Assessor-Collector offices.  As you are aware, March and April are historically high-volume months which increase the amount of records required to be updated.  In addition, the batch process is not updating records at the expected speed. 

TxDMV has been working on an upgrade to the software that runs the batch process and we expect it to be implemented no later than July 2018.  It is anticipated this upgrade will significantly improve the speed of this process, resulting in consistent availability of Cognos reports. 

The Week to Date and Inventory Transaction Reports may not be available at 8:00 AM daily until the upgrade is deployed. TxDMV will continue to provide notices if any reporting delays are expected.

TxDMV webDEALER Update – Completing Title Applications

On April 9, 2018, the Texas Department of Motor Vehicles updated the eTAG/webDEALER system. Since the release, we have received calls from some users who are unable to process transactions in webDEALER. Users report transactions previously created are unavailable, or required information is unavailable to allow completion of the application. We are currently working to address the issue.

If you are unable to process your title applications in webDEALER, please take your title information to your local Tax Assessor-Collector office. We will provide an update when normal processing can continue for the affected transactions.

TxDMV eTAG/webDEALER Update – Recommended Internet Browsers

On April 9, 2018, the Texas Department of Motor Vehicles updated the eTAG/webDEALER system. Since the release, we have received calls from some users who are experiencing an issue where the system prevents a user from progressing through a transaction, even when all the required fields have been completed (e.g., the “next” button is not active).

If you encounter this issue, we recommend that you try a different internet browser to access the system. For example, if you encountered the issue while using Chrome, try accessing the system via Internet Explorer (or vice versa).

TxDMV eTAG/webDEALER: User Tips

On April 9, 2018, the Texas Department of Motor Vehicles deployed an update to the eTAG/webDEALER system. We would like to provide you with some tips to help you efficiently use the updated system.

eTAG/webDEALER User Tips

  • Confirm you selected the appropriate location before creating an eTAG, and verify that the correct location information is printed on the tag.
  • Verify the appropriate location is selected before assigning an Internet Down Tag.
  • Ensure the date of sale entered for the buyer tag and title application are the same. If the dates are different, you will not be able to complete the title application in webDEALER.

Texas Department of Criminal Justice Partial Lockdown

Please review and distribute as appropriate.

This is to notify you of a delay in fulfilling specialty license plate and warehouse supply orders.  The Texas Department of Criminal Justice (TDCJ) Wynne Unit in Huntsville is under partial lockdown status through this week and possibly the end of next week. 

TDCJ has provided a small workforce, so all warehouse supply orders (forms, license plates, and disabled placards) are being processed but may be delayed up to two days.  However, while specialty license plate orders also are being processed, there is an approximate 10-day manufacturing delay due to increased specialty plate order volume and the reduced workforce.  If you receive inquiries from customers who have ordered their specialty plate online, please assure them that their specialty plate will be manufactured but, due to the delay, it may be another week or so before they are sent to the tax office.

We will provide another update on the status of all orders once the lockdown is over.
